Fentanyl is a growing crisis in New Mexico. As a U.S. representative, what steps will you take to keep New Mexicans safe from this threat?

Stopping fentanyl starts with securing our southern border. We need to reimplement the Remain in Mexico policy, end catch and release, and complete the border wall. We also need to reform our broken asylum system to ensure prompt deportation of the vast majority of illegal immigrants who do not qualify for asylum. We also need to ensure our local law enforcement departments have the resources and tools to fight the fentanyl crisis in our communities. We also need to see that those selling, transporting, and poisoning the American people with fentanyl are held accountable and face serious consequences for their acts.

As the U.S. grapples with inflation, how will you work to lower living costs for New Mexicans if elected?

Inflation was created by out of control federal deficit spending. I support a balanced budget amendment to the Constitution to ensure that the federal government lives within its means just like New Mexico families must. Our national debt is $35 trillion and growing - this is totally unsustainable and must be addressed for the sake of future generations who will face the consequences of our nations’ addiction to debt.  We must also support American Energy Independence to help lower the costs of fuel, utilities, food and transportation.

What bill or measure would you introduce to help reduce gun violence in schools?

Protecting our children is critical. We need to ensure our schools have robust security to ensure the safety of students and educational staff. I support the Reduce Gun Violence Act that was introduced in 2022 which will provide significant federal funding for physical school security, mental health resources, and the development of proven best practices for school districts to use as a resource.

What steps does Congress need to take to address the immigration crisis?

Millions of illegal immigrants have entered our country under the Biden Administration - significantly more than the entire population of New Mexico. This cannot be allowed to continue - the United States is a sovereign nation and must have clear, fair, and enforceable immigration laws just like every other country in the world does. Again, we need to return to the policies that were working under President Trump to secure the border: crack down on asylum fraud, end the practice of catch and release, reinstitute Remain in Mexico, and complete the border wall. We also need to make sure our Border Patrol agents are permitted to enforce our immigration laws and that they have the funding to do their jobs.

In today’s divided political world, would you be willing to vote against your party and collaborate with your political rivals to create change for your constituents? Can you provide an example of a time when you’ve crossed party lines?

I will work with anybody, regardless of party affiliation, to advance policies that will benefit New Mexicans. One example is my work on the Radiation Exposure Compensation Act, which I co-sponsored along with my Democratic colleagues in the New Mexico delegation to provide resources for downwinders, uranium miners, and others impacted by exposure to radiation. I also took great pride in our office’s constituent services - helping citizens who are experiencing challenges with the government is non-partisan and something our team did extremely well.

Another example of my bipartisan record is my support for the Water Data Act and Rio Grande Water Security Act, both introduced by my Democratic colleague Rep. Melanie Stansbury, which I was proud to co-sponsor to help improve water data nationally and facilitate better water management across the Rio Grande Basin.

How will you help New Mexico communities impacted by wildfires?

In addition to supporting needed federal aid for victims of wildfires, I will also advocate for changes in policies that prevent the federal government from starting prescribed burns during the dry and windy season as they did when they started the largest wildfire in New Mexico history. We also need to make it easier to keep our forests clean - responsible forest thinning reduces the risk of fire and also makes our watersheds stronger while supporting grazing and the timber industry.

Why are you the best candidate for this office?

I am the best candidate to serve New Mexico’s Second District in Congress because of my relentless focus on the issues that matter most to our citizens: bringing down inflation, securing the border, and turning around New Mexico’s economy so more people have the opportunity to live the American Dream. Under the Biden/Vasquez agenda, costs have skyrocketed, millions of illegal immigrants have flooded into our country, and it’s harder than ever to get ahead. If elected, I will work to reverse the damage done to our nation during the past four years and support a return to the policies that made our country the greatest in the world to live, work, and raise a family.  I will also work to undo burdensome federal rules that are compromising our ability to have robust and responsible energy and agriculture development and production.  My focus will also be on expanding school choice so families can give their children the education they deserve and set them up for successful futures. Fentanyl is a growing crisis in New Mexico. As a U.S. representative, what steps will you take to keep New Mexicans safe from this threat?

We need to put politics aside to deliver solutions for New Mexico and that is why I have taken proactive steps and introduced the bipartisan Stop Fentanyl at the Border Act, which comprehensively funds border security initiatives that will target fentanyl, including by installing new inspection technology at ports of entry. I have also introduced the Joint Task Force to Combat Opioid Trafficking Act which would authorize DHS to specifically crack down on this trafficking.

As the U.S. grapples with inflation, how will you work to lower living costs for New Mexicans if elected?

I know New Mexican families feel the brunt of inflation every time they stop for gas or visit the grocery store. That’s why as part of my Lower Costs Plan I introduced the Inflation Relief Act that would provide a one-time refundable tax credit equal to 10% of a taxpayer’s federal taxes, the Ranching without Rep Tape Act to reduce burdens on ranchers and the Farm Workforce Support Act to support the people putting food on our tables. Additionally, I’ve supported the Child Tax Credit to ease the burden on our working families and co-sponsored the Combating Rural Inflation Act to address high prices in rural counties like those in NM-02. Lastly, one of my highest priorities is supporting job growth in New Mexico. That’s why I’ve brought home funding to boost job development and training programs and championed the Rural Jobs Act to increase investments in rural small-businesses.

What bill or measure would you introduce to help reduce gun violence in schools?

I’ve proudly sponsored a number of common-sense bills to reduce gun violence, including the Bipartisan Background Checks Act, Assault Weapons Ban, and Ethan’s Law. As a responsible gun owner and hunter, I value our right to own firearms but I believe we are long overdue for common-sense solutions to address gun violence, especially in our schools.

What steps does Congress need to take to address the immigration crisis?

A bipartisan bill was introduced in Senate, but unfortunately MAGA Republican leadership declared it dead on arrival because they’re more concerned with campaigning on this issue than they are addressing it. However, I’ve introduced multiple bipartisan bills to address our major immigration and border challenges, including the Smart Border Protection Act, the Human Accountability Act, Strengthening our Workforce Act, the Stop Coyotes Act, and the Farm Workforce Support Act which would all address the roots of our broken system.

In today’s divided political world, would you be willing to vote against your party and collaborate with your political rivals to create change for your constituents? Can you provide an example of a time when you’ve crossed party lines?

Yes, absolutely. I’ve stood up to party leaders on both sides of the aisle to do what’s right for New Mexico and I’ll continue to do that in Congress, where during my first year I ranked in the top 10% of my party for bipartisan votes. To give you a few examples, I voted to prohibit a ban on gas vehicles because that’s bad policy for communities like Southern New Mexico – we just don’t have the infrastructure. I have also crossed the aisle to protect New Mexico’s energy industry, which provides critical funding to our state government. Additionally, I’ve bucked my party’s leadership to vote on a number of bills to address our immigration and border security issues.

How will you help New Mexico communities impacted by wildfires?

I was on the ground in Ruidoso with local officials and the Mescalero Apache soon after the Salt Fire and South Fork Fire. I worked with private and public stakeholders to deliver resources to the affected area, and helped connect local leaders to federal offices to streamline communication and response times. Alongside the other members of our delegation, I called on the administration to declare a national emergency to ensure those communities receive aid from the federal government to respond and rebuild. I have also supported legislation to ensure that disaster aid is tax free, so that constituents can support their families, not pay back the government.

Why are you the best candidate for this office?

I ran for this office because my opponent, the former Congresswoman, refused to meet with the largest city in her district simply due to politics. She failed to represent everyone in her district, and that’s why we voted her out. Since taking office in 2023, I’ve traveled thousands of miles across this district – including the places that did not vote for me – to meet with constituents and learn about their challenges. While my opponent was in office, she sponsored a federal abortion ban that would’ve banned abortion with no exceptions for rape, incest, or life of the mother. She’s an extreme election denier who voted not to certify the 2020 election. She supports the agenda of CEOs and the 1%, so she doesn’t have the best interest of NM-02 at heart. I’m the best candidate for this district because I’ll continue to support job growth, fight for lower costs, protect a woman’s right to choose, and work to expand healthcare and housing affordability. I understand this district and its challenges and my first term in Congress reflects the level of hard work I’ve put into serving them these past 20 months.

What changes, if any, would you propose in the prosecution of minors accused of committing violent crimes?

Cases involving juveniles have many challenging aspects. The cases must be evaluated keeping in mind that juveniles must be able to comprehend the nature of the crime committed and the potential consequences. On the other hand, those committing violent crimes must be held accountable while keeping in mind the overriding purpose of the juvenile justice system which is rehabilitation. These cases require careful consideration of the living environment of the juvenile, the circumstances of the crime, the ability to rehabilitate the offender to make them more productive members of society while at the same time holding them accountable for their actions and keeping in mind the rights of the victims. Heighten the priority of juvenile delinquency cases within the District Attorney’s Office. I will focus on issues of Truancy as part of a juvenile crime reduction initiative.

How will you handle repeat offenders struggling with mental health issues?

Repeat offenders with mental health issues need to have the mental health issues addressed. I will use the competency procedures and the commitment procedures to try to address the underlying mental health issues to help to reduce the recidivism and to bring them to a point where they are competent and can be held accountable for their actions. The failure to accomplish this need has led to an unacceptable level of repeated crime in the community

What steps will you take to ensure your office’s efficiency?

I will use the technology tools that are within the office to the greatest degree possible. I will evaluate the knowledge and skill of all employees, especially the attorneys to determine what additional training and mentoring is necessary to bring them to the level of professional competency possible. I will work to
increase the number of employees and office budget in order to reduce the number of case dismissals.

A large number of people filtering through the Dona Ana County Detention Center are charged with violation of federal immigration laws. How will you manage these cases?

Local prosecutors are not involved in violations of immigration laws. If any of these individuals are facing state charges they will be prosecuted under state law and when that process is concluded they will return to be processed related to pending immigration charges.

Governor Michelle Lujan Grisham signed several new gun laws this year, increasing the waiting period to buy a gun and banning guns within 100 feet of polling places. Do you believe the state legislature needs to go farther to address gun safety?

We need to vigorously prosecute those violating the gun laws that already exist. The vast majority of violent crimes committed using firearms are by those who are already prohibited from possessing firearms and obtained those firearms through unlawful means. My focus will be on enforcing the laws that exist and will work with the Association of District Attorney’s to advance legislation that will improve the security of the community. I will work with area law enforcement to more effectively implement Extreme Risk Firearm Protection Orders where an individual who presents a suicidal or homicidal risk can have their firearms removed from the possession of the individual at risk in order to protect them, their families or the public.

Why are you the best candidate for this office?

Leadership is needed in the District Attorney’s Office. My range of management, legal and administrative experience far exceed those of my opponent. My skills support the building of a team approach with area stakeholders to address crime in the community.

SANTA FE, New Mexico (KVIA) -- The New Mexico Cannabis Control Division (CCD) just issued a consumer health and safety advisory for contaminated cannabis. The impacted products were being sold statewide, including in Sunland Park, Alamogordo, and Carlsbad.

The advisory is for cannabis flowers, including bud, shake, and trim, that tested positive for a prohibited pesticide sold from March 6, 2024 to August 1, 2024. The impacted brand is WH Agriculture, LLC DBA Maggie's Farm.

"Consumers should review the list below to see if they purchased a contaminated product," state officials said Friday. "If so, they are advised to destroy it or return it to the retailer for proper disposal."

The CCD says it has not received an health-related complaints in connection to this recall, but that anyone with concerns should call New Mexico's Poison Control Hotline at 800-222-1222.

The following dispensaries sold the impacted products: the R. Greenleaf Organics Dispensary on Appaloosa Drive in Sunland Park, the R. Greenleaf Organics Dispensary on North White Sands Boulevard in Alamogordo, and the R. Greenleaf Organics Dispensary on West Pierce Street in Carlsbad.

LAS CRUCES, New Mexico (KVIA) -- Students at Del Valle High School this morning were evacuated due to a routine gas-line maintenance procedure. That is according to a Ysleta ISD spokesperson.

Out of an abundance of caution, staff evacuated the students from the Fine Arts area of the building after they detected the smell of gas just before 11 AM today.

The El Paso Fire Department and Texas Gas Service helped clear the building before allowing students and staff to return at around 11:45 AM. Classes then resumed as normal.

What steps do you believe the county should take to lower violent crime rates?

I believe the county commissioners should discuss and have workshops with the courts, Sheriff, and D.A. offices in order create solutions to implement in the communities to lower violent crimes. I hope to work in collaboration with other branches of government from municipalities, county, and state for safer communities.

What will you prioritize during Dona Ana County’s next budget discussion?

I will have to research and analyze the county budget. Having a workshop with the commissioners to discuss their priorities along with the County Manager, other departments, and agencies of the county. Speaking to the residents of the communities in district 2 to see what the urgent needs are to make my prioritizations.

ABC-7 reported that migrants walked into Santa Teresa Middle School in March. The school is located in District 2. Explain what you believe should be done to prevent similar incidents in the future.

I believe that Gadsden Independent School District should have adequate manpower for security to stop anyone from entering any school illegally or unapproved. Having one entrance open during school hours.

What steps do you believe the county should take to improve healthcare access for Dona Ana County residents?

I will advocate for more funding to expand more healthcare facilities in our rural areas so residents may have access to healthcare. Also expanding funding to meet the demand for senior meals and easier access to these meals for those who are unable to get to a community center.

A lot of Borderland residents are choosing to build new houses and move into district 2. How will you work to ensure that the district thrives as it expands?

I will advocate for better infrastructure to support current and future businesses to create jobs for the community and improve the standard of living.

Several agencies located in District 2, including the Sunland Park Fire Department, have responded to a large number of calls involving migrants in the past few years. How can the county help relieve this growing pressure on the department?

The County and the City of Sunland Park have a cooperative support agreement along with other agencies. This agreement allows the County to support and aid the City of Sunland Park with more resources by having County departments and other agencies step in.

Why are you the best candidate for this office?

I am the best candidate for Dona Ana County Commissioner District 2 because I do care about the quality of life for every resident, and I want to represent them by being present in all the communities within district 2. I will have open communication with my constituents in having quarterly meet and greets in each respective community so I may educate myself with each of the communities’ issues to create solutions. I will do my best to do what is right for the people.  I will hear the residents of district 2, voice their concerns, and work with others to have the needs of the communities met.

LAS CRUCES, New Mexico (KVIA) -- A Las Cruces man was just sentenced to 10 years in a federal prison for his attempt to hire an undercover ATF agent to murder his girlfriend's mother for $200. That is according to federal prosecutors in New Mexico.

Court documents state that from April 10, 2022 to May 11, 2022, Leif Hayman hired the undercover agent through the website "rentahitman.com." They add that Hayman submitted three service requests, giving his contact information, as well as information on the intended victim.

"In his first request on April 10, Hayman stated he wanted to 'hurt' the victim, writing 'I want her gone now, too much that I don't like about her she's controlling my wife,'" federal prosecutors explained Friday. "He submitted additional requests on April 17 and April 20 under different aliases, expressing his desire to have the victim killed."

EL PASO, Texas (KVIA) -- Two penguins who lived at the El Paso Zoo are dead after contracting avian malaria. That's according to the zoo's director, Joe Montisano.

The penguins' deaths happened "a few months ago," Montisano explained. He added that avian malaria is not the same as human malaria, and that humans cannot contract avian malaria. The zoo believes the penguins contracted the disease from a mosquito.

"While six of the affected penguins responded well to treatment, despite our staff’s best life-saving efforts, two did not recover and unfortunately passed away," Montisano said Friday. He adds that the six remaining penguins have fully recovered, that they are now somewhat immune to avian malaria, and that they are undergoing a preventative treatment plan to lower the risk of future cases.

"Introducing new animals, especially from multiple locations—as we did with the penguins—can sometimes bring challenges, including potential health issues," Montisano stated in a news release sent out to the public today. "Losses, while unfortunate, are not uncommon in zoos of our size and are carefully managed following all USDA reporting requirements."

EL PASO, Texas (KVIA) -- Three teens were arrested for allegedly invading a home on the 400 block of South Mesa Hills.

The incident happened on July 14, 2024 at 9:19 PM. Officers were first called out on reports of a shooting, officials say.

"Upon arrival, officers found the victim with a gunshot wound to the abdomen," police officials explained Thursday. "He was transported to an area hospital with non-life threatening injuries."

The victim is identified only as being an 18-year-old male.

Police identify the 18-year-old suspect as Aiden Nathaniel Mosher. He was charged with burglary of a habitation with the intent to commit aggravated assault and aggravated robbery. The other two suspects, aged 16 and 15, have not been publicly identified because they are minors. They are facing the same charges as Mosher.

The U.S. Marshals Lone Star Task Force put Mosher under arrest on August 9, 2024 and booked him into the El Paso County Detention Facility on a $150,000 bond.

The 16-year-old male suspect was taken into custody on August 27, 2024, police say. He was handed over to the Juvenile Probation Department.

The 15-year-old female suspect was arrested today and also handed over to the Juvenile Probation Department.

EL PASO, Texas (KVIA) -- Officers charged 25-year-old Andrew Michael Poblano with Capias Attempt to Commit Burglary of Habitation.

Officials say that Poblano tried to steal from a house on the 4800 block of Tholos in Northeast El Paso on June 22, 2024 at 4:37 AM.

Police officials tell ABC-7 that Poblano rang the victim's doorbell and started yelling at him. The victim fired a gun in self-defense, police say, injuring Poblano.

When officers arrived, they found Poblano bleeding in the middle of the street. He was taken to a local hospital to recover.

EL PASO, Texas (KVIA) -- 52-year-old Juarez resident Rene Hernandez-Cordero was just sentenced to 300 months in prison for conspiracy to possess with intent to distribute meth, 180 months for straw purchasing firearms and trafficking firearms, and 60 months for conspiracy to smuggle bulk cash. The sentences will run concurrently, a spokesperson for the Department of Justice (DOJ) explained Thursday.

DOJ officials say that Hernandez-Cordero and his codefendant, 53-year-old Jesus Gerardo Ramos, were caught in August 2023 trying to smuggle guns from the U.S. into Mexico. Officials say they had been running a gun smuggling operation from August 2022 to August 2023.

Ramos pleaded guilty in April and will be sentenced later this year, along with fellow codefendant 21-year-old Brian Alexis Munoz Castro.

The group's other codefendant, 38-year-old Maria Del Rosario Navarro Sanchez (aka "Chayo," aka "Fernanda"), is currently a fugitive.

Over the first month of the operation, officers have made 77 felony arrests, 50 misdemeanor arrests, and more than 320 traffic citations.

The operation, which honors the memory of Officer Jonah Hernandez, is expected to run through November 2024. Hernandez was killed in the line of duty in February 2024.

"The operation also tallied 270 consensual contacts with members of the community and 144 meetings with local businesses during the first month of the operation," a spokesperson for LCPD explained.

Las Cruces Police officials provided the following numbers for the operation from August 5 through 31.

EL PASO, Texas (KVIA) -- The El Paso Zoo is mourning the death of its beloved California sea lion, Little Bit.

L.B., as he was known, died on Sunday at the age of 25. L.B. had been in declining health in recent years, the zoo explained Wednesday.

"For nearly two weeks, our dedicated zookeepers observed unusual behavior in L.B., including signs of discomfort and a severely diminished appetite," a zoo spokesperson explained. "Despite the best efforts of our veterinary team, who provided oral medications and symptomatic care, L.B.’s condition continued to deteriorate."

After his death, a necropsy revealed L.B. had been suffering from a fluid-filled cantaloupe-sized mass in his right shoulder and neck. He also suffered from ulcers in his stomach, zoo officials explained. Veterinarians also suspect he suffered from heart or kidney disease, both of which are common in elderly sea lions.

“L.B. was more than just an animal in our care; he was a beloved member of our Zoo family,” said El Paso Zoo and Botanical Gardens Director, Joe Montisano. “For years, L.B. participated in daily demonstrations, showcasing his unique talent. As the only military veteran animal in any zoo, he would perform a salute to the crowd, and we’d proudly salute him back. He was a gentle giant with a huge personality, and his absence will be deeply felt. Our thoughts are with his devoted care team and the entire community who loved him.”

L.B. served in the U.S. Navy's Marine Mammal Program for three years, helping crews with underwater detection, location, and recovery missions. The Navy honorably discharged L.B. and sent him to live at the El Paso Zoo starting in 2013.

EL PASO, Texas (KVIA) -- El Paso Athletic Hall of Fame inductee Jon Sanders has died. Sanders served as Hall of Fame President in 1995 and spent his time volunteering for charities across El Paso.

When he was 16, Sanders held the New Mexico State Long Jump Record. He then went on to compete for Texas Western College in track and field and basketball, setting the school's Long Jump record. His collegiate record stood until Miner legend Bob Beamon broke it.

Sanders served as captain and MVP of the Miners basketball team his senior year. He was named All Conference that same year.

"A little-known fact about Mr. Sanders is that after college he went on to get two master’s degrees from Boston and Salem University and then not well known as he went into coaching men’s basketball at M.I.T. for several years before coming back to El Paso," the El Paso Athletic Hall of Fame stated Wednesday.

Sanders was inducted into the El Paso Athletic Hall of Fame in 1994. He continued his athletic legacy over the next three decades, making an impact on future generations of athletes.

DONA ANA COUNTY, New Mexico (KVIA) -- A former Dona Ana County Sheriff's deputy was just sentenced to nine years in prison for sexually assaulting an arrestee in the back of his unit, then attempting to destroy the video of the assault.

Federal prosecutors say that on April 30, 2023 Michael Martinez arrested a woman suspected of drunk driving. After she received medical clearance, Martinez handcuffed the woman's hands behind her back, put her in the back of his patrol car, and sexually assaulted her, according to federal officials.

After taking the woman to the Dona Ana County Detention Center, federal prosecutors say Martinez tried to destroy his patrol unit's DVR system, which contained a recording of the sexual assault.

Martinez pleaded guilty on April 23, 2024, federal officials say. After his nine years in prison, Martinez will go through three years of supervised release. He will also be required to register as a sex offender.

EL PASO, Texas (KVIA) -- El Paso Police just arrested 26-year-old Elizabeth Olivia Chagra- Nichols in connection with a deadly April crash.

The collision, investigated by Special Traffic Investigators, happened in the early morning hours of April 14, 2024 on the 5700 block of Trowbridge.

Investigators say Chagra-Nichols' car was traveling south on Paisano when she ran a red light. Another car was traveling west on Trowbridge. The two vehicles collided and all occupants, Chagra-Nichols, her passenger, and the driver of the other car were all rushed to the hospital with serious injuries.

Chagra-Nichols' passenger, 26-year-old Derek Omar Limon Sparks, died on six days later.

On August 23, 2024, Special Traffic Investigators took Chagra-Nichols into custody and charged her with intoxication manslaughter and intoxication assault.

Police have not explained the four-month gap between Limon's death and Chagra-Nichols' arrest. ABC-7 is working to learn more.

EL PASO, Texas (KVIA) -- DeadBeach Brewery just announced the release its new Miner BrewTM, the official craft beer of the UTEP Miners. The beer will launch on Friday, September 6, 2024, both at Miner Palooza and at the first UTEP football home game.

The locally-brewed beer is the first-ever specialty beer made for UTEP, according to DeadBeach.

The brewery first teamed up with UTEP Athletics in 2021, a partnership that has been building up to this point, organizers say.

"We began discussing brewing this beer, which could be mass-produced in our new facility," said DeadBeach Brewery founder and owner Jason Hunt. "Now that our facility is open and pumping out beer cans, we were able to make this dream beer a reality. A portion of the proceeds from this beer will go directly back to UTEP. So, get your picks up, and let’s get ready to celebrate an incredible year of UTEP Athletics. Go Miners!”

The Miner beer is described as a 4.1% ABV Blonde Ale that was specially brewed to compliment your next tailgate or after-game party.

“We wanted to make a beer that would resonate with any beer drinker in our community; a Blonde Ale is known for its crisp, traditional taste," DeadBeach founder and head brewer Gabriel Montoya said. "We made sure that the ABV on the beer was low so that it could be enjoyed through the games with ease."

For the launch, organizers will offer tastings of the new beer at both Miner Palooza and at the first home football game.

"The beer will be available thereafter at UTEP Athletics' games and at the DeadBeach tavern," officials say.

In my opinion the flavor of the meat is what makes or breaks a burger...and I don't mean the seasoning that's added when I say flavor. A truly good burger could be eaten completely plain, zero toppings and still be just as good. I hate when a restaurant tries to compensate for a bland meat patty with a plethora of toppings. It doesn't help any in my opinion. The toppings here just made it all the better. Exactly the burger I hoped to find here. They also have a great selection of beer flights that give you a nice sampling of the goodness they have available on tap. "Every time someone makes a "Best Burger in El Paso" award and doesn't give it to Rosco's I get angry. The burgers here are the undisputed best burgers in El Paso year after year. This is a family owned and operated burger joint with a lot of history. Rosco's has been open for as long as they have for a reason. For years they've been getting it right. Even the staff has been around for years. Their customer service is consistently good every time. They don't serve anything fancy but have a basic menu items like chili cheese fries, hamburgers, and cheeseburgers but the menu does have some oddities like their caldillo and the hot dog burger style. Their signature green salsa makes you wanna put it on everything. I always order the cheesebasket (cheese burger and fries) and a lot of napkins. Whenever I have an out of town relative visit i always tell them they must try a Rosco's burger! And just like the staff shirts say, "7 days without a Rosco's burger makes one weak!". Burgers are always tough to describe since its part of our culture to consume and often. However if you're an El Pasoan or visiting you need to go experience for yourself!"

Minerva Torres Shelton is running for El Paso County Sheriff. Here are her answers to KVIA's questions regarding her candidacy.

As far east El Paso expands, how do you plan to address the rising need for more law enforcement patrolling the newly populated areas?

The sheriff's office's visibility is paramount and needs improvement. I plan on implementing a traffic enforcement team, utilizing the existing resources more strategically and surgically by assigning individuals to focus on areas and times affected by reckless drivers and those driving under the influence. This same approach will patrol the growing areas, ensuring our growing community gets the service and protection it deserves.

How will you attract more deputies and detention officers to the Sheriff’s Office?

My strategy for recruiting and retaining is to improve the community’s perception of the sheriff’s office, improve morale, and reach out to high school and college students to show them how they can make a career in law enforcement, provide for their families, and be proud of the fact that they are making a difference in our community every day. There are many professional services that many citizens are not aware of, and I plan to bring these positions to light.

What improvements, if any, would you make to the crisis intervention team?

Because of a lack of transparency, limited information is available to assess the crisis intervention team's needs. I plan to review the team and make any necessary improvements or adjustments to keep our community safe.

What is your stance on the new Texas law that allows law enforcement officers to arrest migrants who enter the country illegally?

As I have been stating from the beginning, and in sharp contrast to my opponent, illegal immigration is not just a federal matter. This issue affects our community in many ways, and we see its effect on our detention facilities. In an interview earlier this year before the primaries, my opponent said he would ask the county commissioners' court what he should do. The county commissioners quickly said this was a federal issue, not our problem. Since the County Commissioners did not immediately work with state representatives, the community lost out on critical funding, costing taxpayers millions of dollars. Therefore, the jail is missing out on state and/or federal funds available to compensate the jail for housing inmates. As your next sheriff, I will work with the state and federal government representatives to ensure the state and federal government pay their fair share for housing them. I will also work with the District Attorney’s office to expedite their cases. Hence, they are no longer a burden on our taxpayers.

The county has seen a recent rise in shootings involving young people. How do you plan to stem the issue?

The rise in shootings involving young people is deeply concerning, and addressing this issue requires a comprehensive, two-part approach. First, we need to increase the visibility of the Sheriff's Office and strengthen our relationship with the community. As your next Sheriff, I’ll be committed to community involvement, actively listening, and fostering open dialogue. We must uncover and understand the root causes, including how young people are lured into criminal activity. Education is critical—raising awareness among our youth about the real-life consequences of these actions and supporting families who may be struggling to guide their children. When one person is incarcerated, it’s not just them who suffer—their entire family and community feel the impact.

It’s time to get back to the basics of genuinely engaging in the lives of our young people. We must recognize the early signs when someone is heading down a dangerous path and intervene before it’s too late. But this isn’t just a law enforcement issue—it’s a community issue. We must collaborate with counselors, educators, faith-based leaders, and others on the front lines. Together, we can create an environment where our young people are guided toward positive futures instead of being lost to violence.

School safety is an important issue for many El Pasoans. What do you believe is the role of the Sheriff in protecting El Paso’s students?

School safety is a top priority for many El Pasoans, and the Sheriff’s Office is crucial in protecting our community, especially our students. As your next Sheriff, I’m committed to a comprehensive, three-pronged approach to enhance school safety:

First, I will introduce regular gun safety courses to promote the secure storage of firearms, reducing the risk of unauthorized access.

Secondly, I plan to actively participate in threat assessment teams. These teams bring together law enforcement, fire investigators, school officials, and mental health professionals to assess and address potential threats collaboratively. By leveraging the expertise of each member, we can identify and intervene in cases that, if overlooked, could escalate into violence.

Finally, I’ll prioritize providing updated active shooter response training for school educators, empowering them with the knowledge and skills to protect their students and themselves in critical situations.

The safety of our students is a shared responsibility, and by working together, we can create a safer environment for everyone.

Why are you the best candidate for this office?

My extensive experience makes me the most qualified candidate for this office. I served as a patrol officer with the El Paso Police Department for five years and spent 21 years with the FBI, where I worked on criminal and counterterrorism matters. While my opponent frequently cites 20 years of law enforcement experience, examining what that entails closely is essential. From what is stated in his bio, he only spent two years on patrol in a small police department before transitioning to work as a bailiff for several years. Later, he was elected as a constable, where his primary duties involved serving civil processes, such as evictions and conducting traffic stops.

To be fair and transparent with the public, I invite my opponent to a live debate where we can present our law enforcement experiences and allow people to judge for themselves who is the more qualified candidate. The stakes are too high for El Paso to have a Sheriff with limited hands-on experience in critical areas of law enforcement. El Pasoans deserve leadership with the depth and breadth of experience necessary to keep our community safe.

As far east El Paso expands, how do you plan to address the rising need for more law enforcement patrolling the newly populated areas?

The El Paso County Sheriff’s Office is designed to service unincorporated communities that are not within the jurisdiction of a municipality/ township. The Sheriff’s Office is the highest-funded department in El Paso County government. As the far East Side continues to grow, I have no doubt that the department will continue to be adequately funded to respond to newly generated public safety needs while addressing existing challenges. Under my direction, I intend to exert federal funding opportunities from the U.S. Department of Justice to increase personnel and avoid tapping into local taxpayer dollars.

How will you attract more deputies and detention officers to the Sheriff’s Office?

Attracting more deputies and detention officers to the Sheriff’s Office is a priority because our community's safety depends on having a well-staffed, motivated force. First, I will work to ensure that our deputies and detention officers receive competitive pay and benefits that reflect the challenging work they do. Additionally, I will focus on improving the work environment by ensuring access to the latest training, support for mental health, and opportunities for career advancement.

Beyond that, I believe in fostering a culture of respect, inclusion, and community engagement. I will work to create a department where our officers feel valued, supported, and connected to the communities they serve. This approach will help attract not just more officers, but the right officers who are committed to making a positive difference in El Paso County.

What improvements, if any, would you make to the crisis intervention team?

While the CIT offers sensible approaches to mental health crises, it’s important to recognize that it was initiated nearly three years ago and has not been met with the ambition needed to properly respond to mental health incidents.

As Sheriff, recognizing and addressing mental health will be a top priority by requiring that all incoming deputies receive CIT Training to implement in their daily duties. This initiative translates to extending the existing two-week timeline of training to ensure that deputies tasked with protecting our community are properly trained and are equipped with the resources to prioritize de-escalation and connect residents with clinicians from our local mental health authority.

What is your stance on the new Texas law that allows law enforcement officers to arrest migrants who enter the country illegally?

As a proud first-generation American, I’m firmly against SB4. This law forces local law enforcement to take on the role of immigration enforcement, which is not our job. Our focus should be on protecting our community, not dividing it. SB4 undermines trust between law enforcement and the communities we serve, making it harder for people—especially migrants—to report crimes or seek help when they need it most.

Instead of criminalizing migrants, we should be working towards solutions that respect human rights and uphold our values as a compassionate community. I believe in prioritizing public safety and community trust, not fear and division. As Sheriff, I will stand against policies like SB4 that threaten the safety and unity of El Paso County.

The county has seen a recent rise in shootings involving young people. How do you plan to stem the issue?

In my conversation with voters while out block-walking, one of the most pressing concerns is youth gun violence. As Sheriff, I intend to increase the department’s presence in unincorporated areas that are not serviced by municipal law enforcement agencies, where most of these shootings are taking place. Desert areas like Red Sands pose a challenge due to the lack of roadway infrastructure for emergency vehicles, but that does not take away from the responsibility of law enforcement to respond to criminal activity. Mobile Command Posts are strategies worth investing in to increase law enforcement visibility in large group gatherings, where it is currently inexistent, provoking the level of crime recently seen. 

I am committed to working with regional law enforcement agencies to combat these challenges together and believe that a Sheriff’s office more heavily involved with our youth and out in the community will serve as a deterrent for a lot of these crimes taking place within our region.

School safety is an important issue for many El Pasoans. What do you believe is the role of the Sheriff in protecting El Paso’s students?

School safety is one of my top priorities, and as Sheriff, I believe it’s our duty to ensure that every student in El Paso feels safe and secure while they’re learning. The role of the Sheriff’s Office is to work closely with school administrators, parents, and local law enforcement to create a comprehensive approach to safety.

This means maintaining a strong presence in and around our schools through resource officers who are trained to handle situations involving students with care and understanding. It also means being proactively working to identify and address potential threats before they escalate. I believe in the importance of partnerships with mental health professionals, educators, and community leaders to create an environment where students feel supported and heard.

By fostering open lines of communication and building trust with the student bodies, we can ensure that our schools are not just physically safe but are also nurturing environments where students can thrive. As Sheriff, I’m committed to using all resources available to protect our children and ensure that our schools remain safe havens for learning and growth.

Why are you the best candidate for this office?

I am the ONLY candidate in the Sheriff’s race that has been elected and entrusted by El Pasoans to run a County law enforcement office. I have been Constable for Precinct 1 since 2016. I believe it is time for a new generation of leadership with fresh perspectives for the El Paso County Sheriff’s Office. I have been working in law enforcement for over 20 years and have a great understanding of the complexities of the job. My focus is on making sure taxpayer resources are efficiently used and on addressing mental health in policing. I am dedicated to the safety and well-being of the people of El Paso and will use my experience to ensure that justice is served.

Relevant Experience: As a Civil Engineer and a successful businessman, I began my career in transportation at Union Pacific Railroad. What started as a role in systems administration evolved into an eleven-year tenure where I played a significant part in shaping the global movement of goods and people. During this time, I worked closely with officials in the federal government, in state governments, and in municipal governments in the United States and throughout the world. However, my entrepreneurial spirit didn’t stop there—I went on to establish successful businesses while remaining deeply connected to the communities in which I lived and those that I served. Personal: Born in Fort Worth, I understand the Texan way of life, having moved between my hometown and Del Rio alongside my siblings. My deep-rooted connections stretch back generations, all the way to Marathon, where my grandfather called home. Growing up in rural Texas, of note, I boast 45 years of farming and ranching background and experience, so I can identify with the realities and the struggles: the cause-and-effect of mother nature as well as the familial struggles.

I am a proud alumnus of Del Rio High School. My post-secondary educational journey includes studies at Southwest Texas Jr. College, the Saltillo Institute of Technology in Coahuila, Mexico (TEC de Saltillo), the George Meany Center for Labor Studies, and the University of Kearney Nebraska.

On a personal level, my life is anchored by strong family values: my beloved wife, Alma, our five blended children and two cherished grandchildren. Alma’s steadfast support is a cornerstone, no doubt, of my campaign for Congress.

Beyond these familial endeavors, I am deeply devoted to philanthropy and community service. I am an active member of the Del Rio San Felipe Lions Club, a dedicated participant in the San Antonio Knights of Columbus, and have played pivotal roles within the Boy Scouts of America since 2002.

Santos Limon is running for U.S. Rep. Dist. 23 (Texas). Here are his answers to KVIA's questions regarding his candidacy.

Fentanyl is a growing crisis nationwide. As a U.S. representative, what steps will you take to keep Texans safe from this threat?

We must work harder with our allies across our southern border, as Mexico is not the only threat as a port of entry! Fentanyl makes its way to our streets from China and now various other international locations where crime groups thrive. This is a devastating and fatal drug, to which I refer as pure “evil!”

For this reason alone, I am advocating across Texas District 23 to nationalize legalized marijuana. New medical studies have proven marijuana to be more medical than recreational; we now have proof of its benefits. Therefore, I will advocate to follow the other states that already practice this law. The positives here is that the billions of dollars in tax revenue from marijana could be used to continue the fight against fentanyl. As well, it will give our loved ones a more proven, safe option than to see them at-risk–or even, God forbid, dead–by fentanyl!

Either way, we must better fund our existing crime units and focus not only on removing fentanyl from our streets, from our communities, from our state, and from our nation, but we must also focus on confiscating all of the assets of those who practice this evil trade no matter their location globally! I commit to being proactive in bringing resolution in a meaningful way and in a collaborative way as our safety and well-being are at stake!

As the U.S. grapples with inflation, how will you work to lower living costs for Texans if elected?

My short answer is this: I plan on investing in the construction of new and much-needed infrastructure; additionally, I will work closely with the leaders and key movers in our global supply chain, especially our neighbors in Mexico. I also plan on working closely with the FDIC on pushing for banking reform and regulation. We must find ways to grapple with the inflation issues at its core, and I have extensive experience on a micro and macro level.

For a longer, more technical response, one needs to understand what moves our country's inflation rate and one must understand all of the variables, or at least have an idea of the cause and effect. Having global experience in this realm I believe that I can not only project what will positively help in the short run, I will propose positive economic solutions that will have a lasting effect, even long after I have left office.

Citizens consuming credit, for example, will affect our inflation for the positive or for the negative; of note, a negative impact is that the rate of delinquencies in 2024 have contributed to tighter credit, and everyone is feeling the squeeze! We must work towards credit reform and regulation. This is a huge priority for me and one of the key reasons that I am seeking to represent Texas District 23.

On a positive note, the living inflation edged lower in June with lower energy prices making a difference. As well, employment and labor markets have leveled off for the better. However if the unemployment rate increases further, that could trigger the “Sahm Rule,” an early recession indicator. Home construction, new home sales have dropped since 2023. Home markets normally move by June and July, and new home sales keep falling sharply; when this happens, housing starts to tumble: labor, land, and materials shortages will remain. Therefore, it will be my priority to use my experience and expertise to stimulate economic development as this increases higher employment rates and intrinsically addresses the concerns that inflation causes. My track record shows that I have proven experience in this very area, leading the way with solutions and positive outcomes.

Finally, I’ll mention that “Monetary Policy” has been a practice all over our country. This is the idea that the Feds monitor the inflation rates and are always prepping for rate cuts: interest and inflation. This risk of under-tightening rates is now balanced with that of over tightening. I have dealt with this on a local level, a state level, a national level, and a global level. My resume proves this so I am fully capable of leading in this financial realm for Texas District 23.

What bill or measure would you introduce to help reduce gun violence in schools?

In 2018 in Florida, the Marjory Stoneman Douglas High School Public Safety Act was passed. It has proven to be successful on many levels, so it would be my goal to implement this same security nation-wide for several reasons:

  • (a) Minimum age requirement from 18 to 21;
  • (b) Improved background checks;
  • (c) Waiting period (three days before purchase is finalized);
  • (d) Risk protection orders (confiscation of firearms per individual risks);
  • (e) Ban on bump stocks (eliminates semi-automatic weapon from becoming automatic);
  • (f) Increased school security through funding;
  • (g) Mental health support through funding.

As Texas lawmakers debate the issue of gender-affirming care for minors, what measures would you push forward on the national level?

As a nation, we must stop ignoring the scientific facts on mental health issues affecting all of our youth across this country. We must invest more federal funds into mental health to support those who want and need answers.

I will advocate for creating a professional diagnosis with an understandable, clear standard per gender dysphoria; I will then help to turn that reality into federal law.

Of note, I am currently advocating to create our nation's first LGBTQ Youth Shelter for minors only. I was impacted personally by one young person, in particular, who felt that no viable options were available, so I have honestly seen that our youth need support!

We can no longer ignore that minors are yet children, and we have a responsibility to protect them. I will work feverishly to do so!

How will you work on Capitol Hill to reduce the skyrocketing cost of housing in Texas?

While in Congress, I will advocate for affordable housing by introducing cheaper methods of home building. I have been advocating for a new method of building homes: super adobe homes with a cost no greater than $175,000 for a single family home.

This is the conclusion I have drawn after witnessing catastrophes, change of weather patterns, and force majeure events like CoVid pandemics: our country is not proactively addressing these issues; we are not prepared before the problems but poorly develop an after-the-fact response. These frequent catastrophic events affect our economy through challenges in our supply and demand. These natural disasters set the stage for trickle-down economics without the benefits trickling down afterall! In a worse-case scenario, the housing market bubble could literally burst, like we experienced from 2008 to 2011. And, a full decade later plus, we have yet to fully recover!

What steps does Congress need to take to address the immigration crisis?

Throughout the district, I have consistently voiced that we must have “order at the border” to solve the numeric crisis and to solve the financial burden placed upon the city and county leadership within the communities.

To resolve the immigration crisis, my priority will be to push for immigration reform. It is a buzz word among our elected officials without any real evidence of reform following the conversations! What would this reform look like? I will advocate for Federal Judges to be placed along the border to immediately address the backlog of cases, so that catch-and-release is no longer a challenge or a concern. As well, I will advocate for implementing special “schools’ for the newcomers–young and old alike–so that they are educated about the policies and procedures in Texas before they are integrated into society. This will protect their safety and wellbeing as well as that of the Texans who have come before them!

In today’s divided political world, would you be willing to vote against your party and collaborate with your political rivals to create change for your constituents? Can you provide an example of a time when you’ve crossed party lines?

My experience in business and commerce has prepared me very well for this very thing; my daily encounters with others at an international level, especially, has allowed me to discover vast differences among us while building on what is common ground. I am about bringing unity in place of division, so I must lead in this endeavor by modeling it. Quite frankly, I do this very thing in my very own campaign office among my campaign team. I purposefully selected individuals from both sides of the aisle to work for me so that we could begin now with the unification of our district, our state, our nation. We are seeking a “purple” solution, blending the blue ideas with the red ideas for a win-win in every possible situation.

A specific example of this type of collaboration otherwise is found in question #10 above, per gun violence in schools; This is a very real experience to constituents in our very own District 23: the students, their families, and the school district employees in Uvalde. This Safety Act requires votes from both parties, collaboration for the safety and well-being of our youth and those who teach and lead them daily in our schools. This is an absolute must, and it can be done. I give you my word that I will collaborate! That is why I designed my campaign team as I did and have created the coalitions that build bridges among us, collaborating to lead the way!

Why are you the best candidate for this office?

For the last 60 years, our district has consistently flipped the US Congressional seat from Democrat (blue) to Republican (red) to Democrat (blue) to Republican (red); we are a peculiar district referred to as being “very purple.” Therefore, to provide consistent leadership, District 23 needs a leader that represents the purple ideas, the purple values, the purple needs. That leader is me, Santos Limon!

Purple districts statistically have the highest rate of poverty, and District 23 is no different. Three counties within our district struggle with poverty above and beyond others in the district, so I am keenly aware that there must be a purple leader in order to be a bridge-builder, a liaison, a mediator in order to navigate the “almost blue” district and the “almost red” district to create a unified district.

For over one year now, I have feverishly met with leadership in every single county, bar none. I have even been told by one or two counties in particular that they have not been visited by a sitting congressman nor by a candidate challenging for the seat–in fifty years or more! That is absolutely unacceptable in my view of what quality leadership entails. I have consistently talked with an open heart and an open mind with leadership and constituents–both blue and red–in every county to develop relationships that will last, relationships that will allow us to grow and thrive in consistency.

I am a man of my word. Therefore, what you see is what you get! I have proven this to be so in my professional life which is why I have developed very strong and trusting relationships. Additionally, I am relentless in reaching my goals, so I will work tirelessly to listen, to collaborate, to represent you, and to act upon any and all needs … and wants, where appropriate.

LAS CRUCES, New Mexico (KVIA) -- New Mexico State Police are investigating a shooting during a traffic stop in which a Las Cruces Police Department SWAT officer shot a man.

A NMSP officer stopped 41-year-old Wallace Gonzales on US-54 near mile marker 75. The officer reported seeing guns on Gonzales' dashboard. The officer reported hearing threats made by Gonzales, NMSP officials say.

NMSP officials say Gonzales drove off and officers followed. NMSP officials say Gonzales stopped in the parking lot of the White Sands mall in Alamogordo and LCPD SWAT and the NMSP Tactical Team were called in to help.

After three hours of holing up in his car, Gonzales and a LCPD SWAT officer exchanged gunfire, NMSP officials say.

"As officers approached the truck, Gonzales was found unresponsive with an apparent gunshot wound. He also had a firearm in each hand," NMSP officials stated Friday. "Once the weapons were secured, paramedics rendered aid, but Gonzales succumbed to his injuries and was pronounced deceased on scene by the Office of the Medical Investigator. No officers were injured during this incident."

NMSP is not identifying the LCPD SWAT officer at this time, officials say. The shooting is still under investigation by the NMSP Investigations Bureau.

EL PASO, Texas (KVIA) -- El Paso Police arrested 27-year-old Devan Gallegos and charged him with one felony count of cruelty to an animal.

Police officials say that officers found Gallegos' dog with a chain collar cutting into its neck on July 16, 2024.

EL PASO, Texas (KVIA) -- Forbes put UTEP in the 280th spot on its list of 2024 Top Colleges.

Of the five University of Texas schools on the list, UTEP was ranked last. Rice University and Texas A&M are among the other Texas four-year colleges on the list, which ranks the top 500 schools in the country.

Forbes also ranked the schools based on the average amount of debt per graduating senior. UTEP ranked first in Texas on that criteria, with the average student graduating with $4,735 in debt.

“UTEP wants every student to have an exceptional and an affordable education,” said Amanda Vasquez, Ph.D., vice president for enrollment management. “Our teams do everything in our power to remove financial barriers for students interested in attending UTEP.”

Forbes' list ranks colleges on their student success, return on investment, and alumni influence.

"The Forbes ranking system analyzes alumni salary, student debt, graduation and retention rates, return on investment, academic success and leadership and entrepreneurial success of graduates," a UTEP spokesperson explained.

Update (September 6, 2024): A spokesperson for the Third Judicial District Attorney in Dona Ana County says Carrillo was held without bond in district court today. She is charged with one count of First-Degree Murder and one count of Battery Against a Household Member.

"She has prior criminal history and was found to be extremely dangerous," the spokesperson alleged.

The spokesperson provided more details about the crime, saying that officers were called out "for disturbance with possible stab victim."

The spokesperson explains that the responding officers found Mata in the back bedroom with multiple stab wounds. Emergency crews rushed him to Mountain View Medical Center, where he died. His sister was also injured, receiving a cut to her hand and visible bruising on her face and body. She was also taken to the hospital. Officials say Mata's sister told police that Carrillo had beaten her.

Witnesses reportedly told police that they saw someone running away from the scene. They described her as being short and wearing a red hoodie.

"Carrillo was located utilizing the witness description," the spokesperson for the DA's office explained. "She had blood on her clothing and on her shoes with visible injuries to her hands. Further investigation revealed that Carrillo had been in a relationship with Mata’s sister. Police had been dispatched to multiple domestic incidents involving Carrillo and her partner, Mata’s sister."


LAS CRUCES, New Mexico (KVIA) -- Las Cruces Police arrested 28-year-old Selena Carrillo and charged her with the murder of 30-year-old Michael Mata.

Police booked Carrillo into the Dona Ana County Detention Center. The reported stabbing death happened on the 1900 block of Buchanan Avenue this morning, police officials tell ABC-7.

The City of Las Cruces legal team alleges the medical center violated its lease agreement by not providing "expanded health care services to those unable to pay the full cost of healthcare services rendered to them."

"Both City and County leaders agree that they would like to see Memorial Medical Center meet its obligations and continue to serve vulnerable populations in the community," a city spokesperson explained after the news conference. "Both City and County administrators want to be involved in holding responsible parties accountable."

The City of Las Cruces is now calling on Memorial Medical Center to provide all documents related to expanded care between 2018 and 2024, documents connected to the medical center's alleged denial of expanded care services, documents connected to annual capital expenditures, and other related documents.


LAS CRUCES, New Mexico (KVIA) -- Today the City of Las Cruces sent a Notice of Breach to Memorial Medical Center and LifePoint Health. That is according to a city spokesperson.

The notice is connected to the 2004 Lease Agreement and Asset Purchase Agreements.

The city will host a news conference tomorrow to discuss the notice letter. Watch the news conference above.

GUADALUPE MOUNTAINS NATIONAL PARK (KVIA) -- Texas DPS Aircraft Operations Division rescued a 3-month-old and its parents after the young family became stranded on the side of Guadalupe Peak.

The distressed hikers had started their hike mid-morning, but nine miles later, they ran out of water and had to call for help.

DPS deployed an airplane to locate the family, which included a 23-year-old man, a 23-year-old woman, and the small infant.

"A Tactical Flight Officer (TFO) was deployed from the helicopter to perform a medical assessment on each family member and determined a hoist rescue operation was the best course of action for their safety," a DPS spokesperson explained. "All three were hoisted into the helicopter and transported down the mountain to waiting ground rescue teams for further medical care."

The funding is part of the Shelter and Service Program. DHS is giving the money to communities that provide support such as food, shelter, clothing, acute medical care, and transportation to migrants released from DHS custody who are waiting their day in immigration court.

"This grant cycle provides a new opportunity through a competitive program and builds on the support being provided to communities on the border and in the interior," DHS officials explained Wednesday. "Last year, more than $780 million awarded through SSP and the Emergency Food and Shelter Program – Humanitarian Awards (EFSP-H) funding in Fiscal Year 2023 went to organizations and cities across the country."

DHS officials explained that because demand exceeds the money approved by Congress, not all communities will receive their requested funding.

HORIZON CITY, Texas (KVIA) -- An El Paso County Sheriff's Office spokesperson says a car crash on I-10 West near Eastlake and Horizon is shutting down multiple lanes.

Injuries were reported in the crash. ABC-7 is still working to get details on those injuries.

Only one lane will be open for at least the next two hours, the EPCSO spokesperson stated Tuesday.

"Drivers are urged to exercise caution and utilize alternative routes if possible," the spokesperson explained.

Road security agents in Juarez who arrested an El Paso man for driving under the influence also say the man previously assaulted an officer at the border.

Juarez officials say they stopped a man identified as "Edgar T." at Ruben Posada Poma and Adolfo Lopez Mateos after he ran a stop sign. Road safety agents performed a breathalyzer test, which they say gave a positive result.

Agents say they also identified him from a previous incident. On July 13, officials say Edgar punched a highway police officer while waiting to cross at the Bridge of the Americas before escaping.

He will serve 36 hours for the DWI and has been fined 10,000 Mexican pesos, or $520.


JUAREZ, Chihuahua (KVIA) -- Road security agents in Juarez arrested an El Paso man they accuse of hitting one of their officers.

The man, identified only as Edgar T., was waiting in line at a port of entry when he ran a stop sign. Agents then pulled him over. This happened July 13, 2024, officials in Juarez say.

Officials say they arrested Edgar after he punched an officer. He then reportedly failed a breathalyzer test.

He was given 36 hours in a recovery center and fined 10,000 pesos.

EL PASO, Texas (KVIA) -- El Paso County Sheriff's deputies working off-duty jobs as security guards at Cielo Vista Mall stopped 40-year-old Adan Gutierrez as he allegedly tried to steal from a jewelry store.

On Thursday, the jewelry store employees alerted the deputies that a man who was thought to have stolen from another business earlier in the day was spotted in their store.

"The male subject was observed stealing more than $9,000 worth of jewelry earlier that day," a EPCSO spokesperson explained.

Deputies were able to stop and detain Gutierrez before he left the area. They then turned him over to El Paso Police Department detectives.

Update (September 4, 2024): El Paso Police arrested Payne and charged him with aggravated assault with a deadly weapon before booking him into the El Paso County Detention Facility on a $150,000 bond.

The investigation into the alleged attack is still ongoing, according to El Paso Police. The Crimes Against Persons Unit is taking the lead on the investigation.

Police identify the victim as 37-year-old Jennifer Lynn Lambert.

Update: Marcus Anthony Payne is charged with aggravated assault with a deadly weapon. The assault was domestic in nature.

Court documents obtained by ABC-7 disclose the victim's relationship to Payne.

Payne's mother told officers who responded to the domestic dispute that her son suffered from mental health issues. Court documents state that Payne told officers after the alleged assault that he had fought a "witch" with two swords.

The victim suffered numerous lacerations, a fractured skull, and a severed finger.


EL PASO, Texas (KVIA) -- Emergency crews rushed a woman suffering from serious injuries to the hospital this morning.

Police officers found her on the 330 block of Tierra Mission in Far East El Paso at 6:13 this morning. They had been called out to the residential area on a welfare check, officials say.

Police have not yet identified the woman, describing her only as being in her "upper thirties."

One person is in custody at this time, police officials tell ABC-7.

No more information is available.

AUSTIN, Texas (KVIA) -- Texas Attorney General Ken Paxton says he is launching an investigation into "reports that organizations in Texas are illegally registering non-citizens to vote."

Paxton did not name any of the organizations under investigation. He posted about the investigation on social media today.

"My office is investigating every credible report we receive regarding potential criminal activity that could compromise the integrity of our elections," Paxton wrote in his social media post.

Paxton described a situation in which his investigators found nonprofits registering people to vote outside of DPS Driver License offices. Paxton alleges that since citizens are offered the option to register to vote when they get their license at the DPS office, there is no reason for the nonprofits to be offering the same option outside. He implies in his post that these nonprofits are therefore registering non-citizens to vote.

LAS CRUCES, New Mexico (KVIA) -- Las Cruces police and Department of Homeland Security Investigators arrested one person and recovered more than $8,000 in stolen merchandise in a recent retail crime operation.

The woman arrested was charged under New Mexico's Organized Retail Crime Act, according to a Las Cruces Police Department spokesperson. Police did not identify the woman. The investigation started in May.

"Investigators executed search warrants where merchandise, illegally taken from retail stores, had been sold or stored as part of an organized retail crime operation being run through a local business," the LCPD spokesperson explained. "The investigation is ongoing so, at this time, police will not be identifying the woman who was arrested or the business that was involved."

This arrest comes after LCPD arrested 14 people accused of retail crimes last month.

"The recovered stolen property included clothing, cleaning supplies, health and beauty supplies, hardware, electronics, general household goods and building supplies," the LCPD spokesperson explained.

The department adds that other similar investigations are currently in progress.

ODESSA, Texas (KVIA) -- A small plane crashed into power lines, traveling an entire block before slamming into Dewey's Breakfast Shop near 68th and Alderfer Avenue.

Two people died in the crash, according to the Sheriff's Office.

Odessa Fire Rescue arrived to heavy smoke and a fire at the business and some nearby mobile homes, according to city officials.

Crews have not yet identified the aircraft and details about the people who were on board are limited.

Emergency crews rushed one woman who was inside a burning building nearby to the hospital.

EL PASO, Texas (KVIA) -- Law enforcement officers in El Paso arrested two Mexican bus drivers Saturday for the alleged smuggling of ammunition.

Court documents state that Lucio Enriquez Garcia was driving a Mexican charter bus through the Bridge of the Americas Port of Entry when inspectors found 26 black totes containing 92,900 rounds of ammunition.

Garcia and his assistant bus driver, Ramiro Antonio Barbosa Resendiz, both denied having firearms to the inspectors. They claimed to be driving passengers from Phoenix, Arizona to Zacatecas, Mexico.

Officials charged Garcia and Resendiz with one count of smuggling goods from the U.S., according to officials. They could face up to 10 years in prison if convicted.

Federal officials have not released the pair's booking mugshots.
