EL PASO, Texas (KVIA) -- A road closure could impact your commute if you are driving on the east side this weekend.

Pellicano will see road closures between its intersections with Aircoupe, and with Darrington, starting Sunday. The closures are expected to last until at least the end of the month.

El Paso Electric will be installing electrical poles and hardware to service new development within the immediate area.

The company will be working nights from 7 p.m. to 6 a.m., from Sunday nights to Friday mornings. The east bound lane closure will be in effect during that time frame.

Officials said drivers should be aware that the closure may extend beyond these times if unforeseen issues or delays occur.

EL PASO, Texas (KVIA) -- If you were driving on I-10 East in West El Paso Saturday, you may have encountered a lot of traffic due to the Texas Department of Transportation's closure for road work.

And if you're planning on driving in the area Sunday, you may encounter the same issue. That's because the closure lasts a total of 48 hours: until 5 a.m. Monday.

If you are unable to avoid driving in the area before the closure ends, you'll want to know the detour put in place: You will need to take South Desert Boulevard, to re-enter I-10, past Mesa.

This is to allow TXDOT crews to re-strip parts of the main lanes, and relocate concrete safety barriers on the freeway between Transmountain Road and North Mesa Street.

EL PASO, Texas (KVIA) -- A large police presence was spotted at Loop 375 and Midway in the Lower Valley around 7 a.m. Saturday morning. An official with the El Paso Police Department said officers responded to a "domestic call" in the area, but did not provide further details.

Shortly after ABC-7 learned of the incident, several viewers who claim to live in the area reported that their power was out.

"I was watching your news... at 6 a.m. and the electric power went off," one viewer said in part in an email to our newsroom. "I heard a sound and then a lot of ambulances. Maybe a crash."

El Paso Electric's outage map showed over 350 customers in the same area as the police activity were without power. That number has since gone down.

It is unclear at this time whether the mass outage is related to the police activity.

"A power line pole was struck on the block of 7400 Mimosa Ave. The pole needs to be replaced before power is restored to customers in that area. The estimated time of restoration is 1 p.m." a spokesperson for El Paso Electric wrote to ABC-7 in an email.

Two closures will take place from 9 a.m. to 4 p.m. starting Tuesday:

EL PASO, Texas (KVIA) -- The Texas Department of Public Safety is increasing enforcement efforts ahead of Labor Day.

The safety measures include Operation Crash Awareness Reduction Effort (CARE), which runs Aug. 30 through Sept. 2, statewide.

The program is a specialized campaign is characterized by Texas Highway Patrol Troopers looking for drivers who are speeding, intoxicated, or otherwise not complying with Texas’ 'Move Over, Slow Down' law or violating other laws.

“Too often, these long holiday weekends mean problems on the roads,” said DPS Director Steven McCraw. “Instead, as we mark the end of summer, let’s keep safety our top priority by following traffic laws and ensuring everyone has a sober ride home. By planning and thinking ahead, we can ensure everyone enjoys the long holiday weekend safely.”

Last year, Texas DPS employed similar methods, and issued more than 43,179 citations and warnings, including 4,332 for speeding; 990 for no insurance; 421 for individuals without seat belts or child seat restraints; and over 207 for 'Move Over, Slow Down' violations.

The department also arrested 193 people on DWI charges, and 222 people for other felony charges.

To avoid facing unwanted consequences as you celebrate the unofficial end to Summer, Texas DPS has some tips:

  • Buckle up everyone in the vehicle — it’s the law.
  • Slow down, especially in bad weather, heavy traffic, unfamiliar areas or construction zones.
  • Eliminate distractions while driving, including the use of mobile devices. Texas law prohibits the use of portable wireless devices to read, write or send an electronic message unless the vehicle is stopped. If you’re using a navigation device or app, have a passenger operate it so you can keep your eyes on the road.
  • Drive defensively, as holiday travel can present additional challenges.
  • On multi-lane roads, use the left lane for passing only. Not only is it courteous driving and avoids impeding traffic, Texas law requires slower traffic to keep to the right and to use the left lane for passing only (when posted).
  • Don’t cut in front of large trucks and try not to brake quickly in front of them. They can’t maneuver as easily as passenger vehicles and pickup trucks.
  • If you can Steer It, Clear It: If you are involved in a non-injury crash and your vehicle can be moved, clear the traffic lanes to minimize traffic impact. Leaving vehicles in a traffic lane increases traffic congestion and leaves those involved with an increased risk of harm or a secondary wreck. On some highways, if you don’t move your vehicle when it’s safe to do so, it’s against the law.
  • Keep the Texas Roadside Assistance number stored in your phone. Dial 1-800-525-5555 for any type of assistance. The number can also be found on the back of a Texas Driver License.
  • Check your vehicle to make sure it is properly maintained and always ensure your cargo is secure.
  • Report road hazards or anything suspicious to the nearest law enforcement agency.

ODESSA, Texas (KVIA) -- The disappearance of a 76-year-old man is posing a "credible threat" to his health and safety, officials said.

Jesus Zepeda was last seen at 7 p.m. Friday on the 7400 block of Diana Avenue in Odessa, Texas.

Zepeda was diagnosed with a cognitive impairment, according to officials. He was last seen with partial facial hair, a blue shirt, blue jeans, and brown boots. He is described as a white male with black hair, approximately 5 feet and 7 inches tall and 174 pounds.

Anyone with information on Zepeda's whereabouts is asked to call the Ector County Sheriff's Office at 432-335-3050.

EL PASO, Texas (KVIA) -- El Paso County Commissioners Court voted 3-1 Monday to contribute $1 million from the county, to go towards the proposed Downtown Deck Plaza.

County Commissioner for Precinct 3 Iliana Holguin was the only member of the body to vote against the measure.

Since 2018, the Paso del Norte Community Foundation has been seeking to build a unique deck plaza over Interstate-10 in Downtown El Paso.

The county said it was asked to put up the $1 million it agreed to contribute. Officials said the contribution would serve as half of a $2 million match required by a grant being sought by the project's stakeholders.

That grant, which was applied for by stakeholders in El Paso last year but not won, is being sought once again from the Reconnecting Communities program. If won, El Paso would receive an additional $5 million to go towards detailed designs for the proposed deck plaza.

It is unclear where the rest of the required match could come from at this point.

ABC-7 is working to gather more information from county officials, and other parties involved. We will update this article once we learn more.

A city spokesperson says this recent reporting has increased officials' concerns over the opening of "Chicas Locas."

"The City is seeking court intervention to impose fines on RCI Holdings for its previous violations and to prevent the company from operating without the necessary licensure," the city spokesperson explained. "The City is also seeking an injunction to prevent any additional unlawful activities from occurring at the Chicas Locas location."


Editor's note: A previous version of this story said that the owners of Jaguars may be in violation of the settlement with El Paso County, but we've changed the language of the article to reflect that the company may only be in volation if they do indeed open a sexually oriented business. The previous version also said the Chicas Locas was opening at the same address of Jaguars, according to an Instagram post, but ABC-7 has not been able to authenticate the post.

EL PASO, Texas (KVIA) -- The former Jaguars El Paso Nightclub has been in the headlines for numerous violations over the years. However, it wasn't until earlier this year that the establishment was temporarily closed because of alleged "ongoing illegal activities."

Now, ABC-7 has learned that the company that owns the former nightclub, RCI Holdings, Inc., may be opening a new business under the name 'Chicas Locas' (Crazy Girls), according to its website.

If RCI Holdings, Inc. opens that new business, it may be out of compliance with a settlement between it and the County of El Paso.

ALLEGED VIOLATIONS

A temporary restraining order obtained by ABC-7, that was filed by the El Paso County Attorney's Office on February 23, outlined over 200 alleged violations:

  • Discharge of a firearm: 13 violations.
  • Delivery, possession, or use of a controlled substance: 57 violations.
  • Prostitution/promotion of prostitution: 13 violations.
  • Aggravated assault: 22 violations.
  • Disorderly conduct: 52 violations.
  • Criminal trespass: 1 violation.
  • Criminal mischief: 1 violation.
  • Sale or storage of beer or alcohol without a permit or license: 22 violations.
  • Employee under 21 at sexually oriented business: 1 violation.
  • Violation of City of El Paso’s Sexually Oriented Business ordinance: at least 26 violations.
  • At least sixteen (16) of the violations noted also involved a gun.
  • At least twelve (12) violations involved a criminal street gang member.

The temporary restraining order was a prelude to a settlement reached between the county and the former owners of Jaguars in March.

The county's lawsuit was separate from a similar lawsuit, filed by the City of El Paso against the nightclub on February 22.

On Monday, City Council discussed the item during its executive session, but took no action.

ABC-7 also reached out to the City of El Paso for comment, but has yet to receive a response.

CONDITIONS OF THE COUNTY'S SETTLEMENT WITH FORMER JAGUARS OWNERS

The settlement lists numerous conditions that the former owners of Jaguars must follow, should they open a new establishment.

They include but are not limited to:

  • Obtaining a license from the Texas Alcoholic Beverage Commission, which allows a business to sell and serve alcohol.
  • If a new business opens, it must not operate as a sexually oriented business.
  • The word 'strip' cannot be used when promoting the business.

RCI Holdings, Inc. may be in violation of its settlement with the county if they open another strip club. On its website, Chicas Locas is described as the "#1 Rated Latin Strip Club."

Upon multiple searches using different categories on the TABC wesbite, ABC-7 could not find any applications for a TABC license, either approved or submitted by RCI Holdings, Inc. as of yet. It is unknown if the company applied for a liquor license under a different name.

An Instagram post by '@chicaslocaselpaso' from last week shows that a Chicas Locas is opening September 12 at 11377 Gateway Blvd W, El Paso, TX 79936 -- the same address where Jaguars was previously located. However, we don't know if that is an official Instagram page managed by the actual owners.

ABC-7 reached out to the only listed contact on the Chicas Locas website for comment, but we have not received a response as of the publication of this article.

The company's website lists its five Chicas Locas locations, with its El Paso location listed as "coming soon."

We also contacted the El Paso County Attorney's Office to ask if RCI Holdings, Inc. could be in violation of the settlement. A spokesperson said they cannot comment on something that has not happened yet.

EL PASO, Texas (KVIA) -- Russia and Ukraine exchanged 115 prisoners of war from each side Saturday, CNN is reporting.

This marks the latest swap between the two enemy nations, as Kyiv marked its third independence day while at war with Moscow.

The two sides have now held 55 prisoner exchanges since the start of Russia's full-scale invasion, moderated by the United Arab Emirates.

The release of 230 captives brings the total number of prisoners exchanged through UAE mediation efforts to 1,788, according to the country's foreign ministry.

All Ukrainian prisoners were conscripts and included "those who were captured during those heroic defense of their homeland in the first months of the full-scale Russian invasion in 2022."

The released prisoners include Ukrainian soldiers who participated in the heavy battles for Hostomel and Kyiv region, national guardsmen guarding the Chornobyl Nuclear Power Plant, as well as soldiers who defended Donetsk, Kherson, and Luhansk regions.

(CNN) — Dr. Anthony Fauci, former director of the National Institute of Allergy and Infectious Diseases, is recovering at home after being hospitalized with West Nile virus, a spokesperson said.

Fauci, a longtime public health official who became a household name as part of the White House Coronavirus Task Force, is expected to recover fully, the spokesperson said.

About 1,000 Americans are hospitalized each year with the most severe form of West Nile virus, which is spread through the bite of infected mosquitoes. Another 1,500, on average, are diagnosed after developing symptoms, although experts estimate that as many of 80% of infections in the US are never identified.

There is no vaccine or specific treatment for West Nile. Most cases are mild, causing flu-like symptoms and a rash. In about 1 in 150 cases, the virus invades the brain and nervous system, which can lead to brain swelling, brain damage or death. About 100 people die from West Nile infections in the US each year.

The heaviest virus activity is usually seen in August and September. As of August 20, 216 cases have been reported this year in 33 states, with 142 neuroinvasive cases, according to preliminary data from the US Centers for Disease Control and Prevention.

EL PASO, Texas (KVIA) -- The City of El Paso announced the adoption of its Fiscal Year 2025 budget, along with the approval of a No-New-Revenue tax rate.

Officials said the city adopted the No-New-Revenue Tax Rate of 0.761405, which represents a 5.7-cent reduction from last year’s rate.

The city had previously said the rate is designed to keep the city's revenue from property taxes at the same level as last year, despite rising property values. This means that while many homeowners have seen an increase in the appraised value of their homes, the proposed lower tax rate aims to prevent a significant increase in the city's portion of their tax bills.

KEY INVESTMENTS

  • A $14.8 million boost for public safety, ensuring the Police and Fire departments are well-equipped to serve the community.
  • A $2.3 million increase for Animal Services, supporting additional staff and the opening of the new Westside facility.
  • A $1.1 million rise in Information Technology contracts, keeping El Paso at the forefront of digital innovation.
  • Continued investment of $10 million in street resurfacing projects, along with $29.1 million in Pay-Go funding for capital replacements and facility renovations.
  • Operating funding for new cultural and recreational amenities, including the La Nube Children’s Museum and the Mexican American Cultural Center.

Officials also said the budget also includes a $1 per hour increase in the minimum wage, raising it to $14.11 by March 2025. That's a 36% increase since May 2022.

UPDATE: Representative Mary Gonzalez -- who represents House District 75, an area that encompasses much of eastern El Paso County -- posted the following information on her Facebook page Tuesday afternoon:

Our office is aware of Red Flour Beetle infestations in the district. These bugs do not pose a serious public health risk. They could potentially cause allergic reactions. Once aware of the issue, we contacted the local Texas A&M AgriLife Extension Service office.

They are sending an specialized entomologist to our area to locate the source of the infestation on Wednesday, 8/21. The specialist dealt with a similar situation in the Lubbock region.

Above is some advice from the City of Socorro regarding how to handle the beetles if they make their way into your home. Please make sure to take proper precautions. Until the source of the infestation is identified, then there may be some bugs in the area. #txlege

SOCORRO, Texas (KVIA) -- Several Socorro residents and businesses have been dealing with little red bugs infesting their homes in recent weeks, according to the City of Socorro.

The bugs are known as red flour beetles, which the city said are one of the most common beetles that infest stored products in homes.

The city said it has received reports of infestations from both residents and business owners, but officials did not say how many reports they have received. ABC-7 reached out to the city's media department for that number, and is waiting on a response.

A post on the city's official Facebook page Friday provided more details about what the bugs are, and how to prevent and treat them.

PREVENTION

The city said there are ways to prevent infestations from happening:

  • Weather seal the bottom of doors.
  • Caulk all cracks around windows and gaps in entry or exit holes in exterior walls for appliances and plumbing.
  • Put fine mesh screen on roof vents, and any under-home access points.

TREATMENT

The city also provided tips on how to treat infestations that have already occurred:

  • Spray a pyrethroid insecticide to exterior parts of the home.
  • Turn off all exterior lights if possible.
  • Keep windows closed, unless the screen has finer-type mesh than a standard window screen.
  • Spray perimeters with synthetic pyrethroids or pyrethrins.
  • WARNING: Do not use insecticides in food preparation areas, and only use those labeled for indoor use.
  • Throw away infested food.
  • Empty the area where you store food and vacuum. Wash shelves, drawers and corners with hot water and soap. You can also check for hidden areas under or around appliances.

EL PASO, Texas (KVIA) -- Living in a kennel, and surrounded by hundreds of other animals for long periods of time, could have significant negative impacts on our furry friends. That's why the Humane Society of El Paso focuses on 'kennel enrichment.'

Officials said kennel enrichment is extremely important, and can be fulfilled in a variety of ways.

Donating money or items can help make animals more comfortable during their stay in the kennels. For example, certain toys help keep animals' minds engaged and active, which officials said is extremely important for their overall well-being.

An active mind reduces an animal's risk from developing kennel psychosis, which is caused by emotional stress, and can lead to behavioral changes, destruction, and post-traumatic stress.

You can also volunteer at the Humane Society located at 4991 Fred Wilson Ave in Northeast El Paso. Officials said volunteering not only helps socialize the animals, but also takes the burden off staff, and frees them up to tend to the animals' other needs.

EL PASO, Texas (KVIA) -- Volunteering at the Humane Society of El Paso is easy. Not only that, but officials said helping the animals there is rewarding.

"I love working with animals. Especially in the shelter environment," said Offsite and Volunteer Coordinator, Braelyn Wong.

"I'm watching these dogs come out of their shell. I get to foster some of them," said Wong. "Every time a dog learns something new, or we see them actually getting closer with someone, it definitely opens your heart up a little bit more. It's like, 'Okay, I can do this forever. This is great."

Wong said while not everyone may be able to work at an animal rescue group like she does, people can still get that experience through volunteering.

The Humane Society has a multi-tiered volunteer program.

Once those interested in volunteering attend a one-hour, in-person orientation, they become 'Whisker Warriors.' This is the first tier of the program, and is more focused on cleaning and other 'nitty-gritty' needs, according to the shelter.

And once volunteers become comfortable enough, and spend enough time as a 'Whisker Warrior,' they can move up the tiers gradually and become more directly involved in caring for the animals.

Officials said the volunteer program not only helps the animals at the Humane Society, but also the staff.

EL PASO, Texas (KVIA) -- The Humane Society of El Paso is reminding the community of the impact donations can have on the lives of the animals under its care.

Officials said they have seen many animals' lives positively impacted due to donations during their stay at the society's facilities.

One of the major ways animals' lives are enriched, according to officials, is through the society's Medical Services Program. Officials said costs for this program average $400,000 a year.

This reminder comes ahead of Saturday's 31st annual 'Happiness Happens Here' Telethon, presented by Mark Worley. ABC-7 is once again partnering with the society for the telethon.

Officials with the society said is their biggest fundraiser of the year.

This year, the society aims to raise at least $125,000 during the telethon.

But officials with the society said they accept more than just money in donations. They said donating your time, or certain items such as toys, food, blankets, etc. is also welcome and appreciated.

If you would like to donate to the Humane Society, you can do so on their website, or by tuning into Saturday's telethon from 4 p.m. to 11 p.m. and calling in to make your donation.

"Hopefully, you fall in love with them and just adopt them at the end of their treatment," she said.

Aside from the Humane Society's Adoption Program, the society said its Medical Services Program is one of its largest, and most crucial services.

Staff not only monitor the health and well-being of all of animals under their care; they also have an exclusive veterinarian on staff to perform surgeries, and provide other medical care to animals with certain needs.

Gambill said once a sick or injured animal reaches a certain point in their recovery, it is better for them to heal in a home, as opposed to the shelter.

Officials with the society said annual medical costs average $400,000.

The medical program directly benefits from the society's 'Happiness Happens Here' Telethon, a partnership with ABC-7 happening Saturday. This year, the society hopes to collect at least $125,000 in donations.

Even if you are unable to personally care for an animal with certain medical needs, the society said any help they can get benefits it overall.

There are several ways you can contribute:

  • Adopt or foster another animal
  • Donate to the society via its website, or over the phone by calling (915) 532-6971
  • Donate over the phone during Saturday's telethon, which will air only on ABC-7

Saturday's telethon will air from 4 p.m. to 11 p.m. When calling in to donate, you'll be asked if you're 'Team Dog' or 'Team Cat.' Voting results from this competition will also air on ABC-7.

EL PASO, Texas (KVIA) -- This Saturday, ABC-7 is partnering with the Humane Society of El Paso for our 31st annual Telethon! The goal is to help animals of all different shapes and sizes -- and different needs -- finds homes, while simultaneously working to raise money for the society.

The Humane Society of El Paso is the oldest animal rescue service in the area. It is a non-profit organization that provides adoption, medical, and other animal services. It depends entirely on community donations to provide such services to animals in need.

Each year, the society partners with ABC-7 for its biggest fundraiser of the year. The society said the funds are used for its Medical Services Program. The program provides medical treatment to all animals at the society's facilities that need it.

Officials at the society said medical costs average around $400,000 each year.

This year, the society's goal is to raise $125,000 during the Telethon.

The Telethon will take place from 4 p.m. to 11 p.m. Tune into ABC-7 during that time, and call in to make a donation.

The society said you can also make donations online at any time, and you can cast your vote for 'Team Dog' or 'Team Cat' online, or when you call to donate during the Telethon.

FORT BLISS, Texas (KVIA) -- 12 Army sergeants major from Fort Bliss are being recognized by Penn State University this weekend.

Officials said the sergeants major are graduating with master’s degrees in education that they earned online through Penn State over the past year.

The group received red, white and blue military honor cords during a ceremony on its main campus in State College, Pennsylvania, on Friday.

Officials said the sergeants major are part of the Sergeants Major Academy Fellowship program with Penn State’s online institution, Penn State World Campus. The fellowship provides scholarships through the Army for the sergeants major to complete a master’s degree in lifelong learning and adult education in one year. The courses are taught by the faculty from the College of Education at Penn State.

After graduation, the sergeants major will teach the Sergeants Major Course. It prepares the military’s next generation of leaders with skills they need on and off the battlefield.

Sgt. Maj. Daniel Venton is one of those being recognized.

“I thought it was amazing that a university well respected and well known and large as Penn State was working with the Army to help sergeants major get a degree from this university,” Venton said. “A master’s degree from Penn State is no small feat. It was a lot of hard work.”

More than 100 sergeants major have graduated from Penn State through the Sergeants Major Academy Fellowship program since it started in 2015.

Penn State has been offering education online for more than 25 years through Penn State World Campus, which has a comprehensive selection of more than 200 degrees and certificates.

EL PASO, Texas (KVIA) -- The El Paso Chamber's new CEO agreed to sit down with ABC-7 to talk about his new role, and goals for the chamber moving forward.

Mora said the first thing he wants to do as CEO of the El Paso Chamber of Commerce is to understand the community's needs and desires.

"I need to better understand what the priorities are. I do understand that I'm going to be very involved in engagement and partnerships and the relationships," said Mora. "I've been reaching out. I think I've reached out to over 100 folks that I know in the area already and getting their support and understanding."

Mora said there are currently over 800 businesses involved with the chamber that can learn from each other.

"Once you expose them and give them an opportunity to talk to each other, it really builds relationships and trust," he said.

Mora has over 30 years of experience in business. Most recently, he worked as Principal at RM International, a specialized IT and asset management company.

Mora is also the co-founder of the Technology Hub Business Innovation Center, a tech incubator and accelerator in Juárez.

Additonally, Mora serves on a number of non-profit boards, including Desarrollo Economico Ciudad Juárez, Funax-FabLab Juarez, the Arrowhead NMSU-AIN advisory council and the UTEP Development board.

The chamber announced Mora as its new CEO Monday.

The El Paso Chamber's mission statement reads:

Our driving principals have been to move El Paso forward by fostering business, recognizing that business is the foundation for growth and prosperity. Mora said there are multiple ways El Paso-area business owners can get involved in the chamber:

  • Active business members in the community can be part of a committee for the chamber.

  • Business owners can have their businesses exposed to others in the chamber.

EL PASO, Texas (KVIA) -- La Nube is set to have its grand opening Saturday, Aug. 10, and the STEAM-focused children's museum is kicking things off by shutting down Main St. in Downtown El Paso!

Officials said a block party will take place in front of the museum from 10 a.m. to 4 p.m. Saturday.

The party, which is a part of La Nube's grand opening, will feature a live stage with local youth performances and other live entertainment.

There will also be food, science demonstrations, and much more for the community to enjoy.

Officials said everything at the party will be free.

"We want the community to be involved in this. So you're not coming out here to buy stuff. You're coming out here to experience. To experience science, demonstrations. And then you can come into the building of La Nube, and experience it for yourself," said Mick Martinez, the museum's Director of Marketing and Communications.

Inside the museum are several floors of interactive, STEAM-based activities.

"When you come in, you're in a math problem," said Martinez. "You're going to be looking at our paper airplane launcher, and you're going to see elevation and speed. We go down our slide not only to get a selfie at the end of the slide, but to also see your speed."

"If you go up to makerspace, you're going to see 3D-prototyping, you're going to see laser engraving. So you'll be able to tinker and create things as well," Martinez said.

Martinez added that tickets for the museum are now on sale on their website.

Ticket prices are as follows, according to Martinez:

  • Adults: $18
  • Children: $14
  • Special discounts for active duty, seniors: $16
  • Groups of more than 10 people: $12 each

Martinez suggested arriving early if you plan to attend La Nube's grand opening, as he expects traffic and difficult parking in part due to the street closure.

Staff told ABC-7 La Nube's opening was delayed eight months due to a fire that damaged the building's roof last year.

EL PASO, Texas (KVIA) -- A man wanted for aggravated assault with a deadly weapon and burglary of habitation was arrested Tuesday by deputies with El Paso County Constable Office Precinct Three.

Constable Hector J. Bernal released a statement Tuesday afternoon that said Stephen Vincent Guerra, 46, was located and taken into custody at the 3200 block of Orkney Road. Bernal's office had received information of an active personal recognizance bond revocation warrant for Guerra for the aggravated assault with a bond of $100,000. Guerra is listed as having used a firearm in the assault.

There was also an active personal recognizance bond warrant for Guerra for burglary of habitation with a bond of $100,000.

Constable Bernal's release stated Guerra was booked into the El Paso County Jail with no further incident.

ABC-7 is working to find out more details about Guerra's arrest, including what led up to the crimes he is accused of.

UNION COUNTY, New Mexico (KVIA) -- The New Mexico Department of Health confirmed the first West Nile virus infection in a resident of Union County Tuesday.

Union County is located in the most Northeastern part of New Mexico. It is about a seven-hour drive from El Paso.

Officials said the individual was not hospitalized and is currently recovering at home.  

WEST NIAL VIRUS HISTORY IN NEW MEXICO

The New Mexico Department of Health reported that last year, New Mexico had the third-highest number of human infections of West Nile virus in the state since tracking began in 2002. 

Officials said in all, there were 80 infections and eight deaths last year.

Over the last five years, New Mexico has averaged approximately 35 cases per year of West Nile virus, according to officials.

“Preventing mosquito bites is our first line of defense against West Nile Virus,” said Dr. Miranda Durham, Chief Medical Officer for the New Mexico Department of Health. “Protect yourself and your loved ones by using insect repellent and eliminating standing water.” 

West Nile Virus is transmitted by mosquitoes. The New Mexico Department of Health is encouraging residents to take steps to reduce their risk of infection.

PREVENTATIVE MEASURES

To protect yourself from West Nile virus infection: 

  • Use an approved insect repellent every time you go outside and follow the instructions on the label. Among the EPA-approved repellents are those that contain DEET, picaridin, IR3535 and oil of lemon eucalyptus/para-menthane-diol. 
  • Wear long sleeves and pants at dawn and dusk when mosquitoes are most active. 
  • Eliminate water-holding containers where mosquitoes lay their eggs, such as old tires, empty cans, and other unneeded outdoor items that can hold water. Drain the water in birdbaths, wading pools, and saucers under potted plants weekly. 
  • Make sure rain barrels are tightly screened. 
  • Keep windows and doors closed if not screened. If you leave your house doors or windows open, make sure they have screens that fit tightly and have no holes.

ANIMALS AND THE WEST NILE VIRUS

The department is also reminding horse owners to vaccinate your animals to protect them from West Nile Virus and Western Equine Encephalitis, which is also carried by mosquitoes.

The department reported that in 2023, 19 horses were confirmed to have West Nile virus. Six of them died.    

“Don’t wait until it’s too late,” said Erin Phipps, DVM, MPH, the department's Public Health Veterinarian. “A single vaccine can make a difference and protect your horses from West Nile virus and other mosquito-borne diseases.” 

TREATMENT AND SYMPTOMS

The department said there are no medications to treat or vaccines to prevent West Nile virus infection in humans. People ages 50 years and older and those with other health issues are at highest risk of becoming seriously ill or dying when they become infected with the virus.

Officials said if people have symptoms and suspect West Nile virus infection, they should contact their healthcare provider immediately.    

Symptoms of the milder form of illness, West Nile fever, can include:

  • Headache
  • Fever
  • Muscle and joint aches
  • Nausea and fatigue.

People with West Nile fever typically recover on their own, although symptoms may last for weeks to months.

Symptoms of West Nile neuroinvasive disease can include those of West Nile fever, plus:

  • Neck stiffness
  • Stupor
  • Disorientation
  • Coma
  • Tremors
  • Convulsions
  • Muscle weakness
  • Paralysis.

LAS CRUCES, New Mexico (KVIA) -- 'Operation Not in Vain,' a partnership aiming to reduce crime in Las Cruces, begins Monday. The operation honors the life and legacy of fallen Las Cruces Police Officer Jonah Hernandez.

LCPD Officer Jonah Hernandez was killed in the line of duty Feb. 11, 2024, after responding to a trespassing call at a vacant building on the 300 block of south Valley Drive.

“We want Jonah’s family and friends, as well as our community, to know that he did not die in vain,” said LCPD Chief Jeremy Story. “Jonah’s life, and his commitment to Las Cruces, will never be forgotten."

“We’re going to do everything that is in our control to make Las Cruces safer for all of our residents,” said Story.

Officials said 'Operation Not in Vain' will utilize law enforcement personnel from the Las Cruces Police Department, New Mexico State Police, the U.S. Marshals Service, Homeland Security Investigations, the Drug Enforcement Administration and representatives from the Third Judicial District Attorney’s Office and the U.S. Attorney’s Office.
 
The operation will target violent and property crimes, persons with outstanding warrants, repeat offenders, traffic enforcement and quality of life crimes, according to officials.

The project will also offer an engagement aspect with law enforcement personnel reaching out to Las Cruces residents and local businesses.

'Operation Not in Vain' is expected to run through November 2024.

New Mexico (KVIA) -- Over 80 wildland firefighters and six wildland fire engines from New Mexico are now in Oregon to help combat the numerous wildfires raging across the state. 

The firefighters were sent by the New Mexico Energy, Minerals and Natural Resources Department's Forestry Division.

“Sadly, Oregon is currently overwhelmed by wildfire demands, and we’re grateful to be in a position to offer our support,” said State Forester Laura McCarthy. “Our ability to assist is a testament to the capacity that we’ve built in our wildfire response programs over the past year.” 

Wildfires have been growing rapidly in Oregon over the last month. There are currently 126 fires burning more than 1.2 million acres.

New Mexico state wildfire crews will complete a 14-day assignment assisting the Oregon Department of Forestry in combating these fires.  

In June, wildfire crews from the Oregon Department of Forestry traveled south to support suppression efforts during the devastating South Fork and Salt fires in Ruidoso. This kind of interstate assistance is often utilized when one state has the resources to assist another.

SOCORRO, Texas (KVIA) -- A man charged with murdering his neighbor Thursday attempted to hide the victim's body, according to an affidavit filed by the El Paso County Sheriff's Office.

EPCSO deputies arrested 39-year-old Oscar Rodriguez Thursday for the murder of 36-year-old Joel Holguin.

EPCSO's Major Crimes Unit took over the investigation upon request from the responding agency, the Socorro Police Department.

According to the affidavit, Socorro Police Officers were alerted of a possible homicide around 8:40 p.m. Thursday.

The person who reported the murder met with officers, and reportedly told them when he arrived home around noon Thursday, Rodriguez told him he had gotten into an argument with Holguin, and killed him.

The affidavit states that the person who reported the murder then saw Holguin's body laying next to his own home with a gunshot wound to his chest.

Court documents state Rodriguez then told the person who reported the murder that he was with Holguin at Holguin's home when the two began to fight.

Rodriguez reportedly told the person who reported to police that he had had a gun, and there was a struggle between Rodriguez and Holguin for it. Rodriguez reportedly said he was able to regain control of the gun, and shot Holguin in the chest.

The person who reported the murder told police Rodriguez had had a 9mm handgun in his pocket.

Rodriguez allegedly then told the person who reported to police to help him load Holguin's body into the reporter's truck, and threatened to shoot the reporter if they did not help. The affidavit states the reporter refused to help, but allowed Rodriguez to take his truck.

Rodriguez then allegedly put Holguin's body in the bed of the truck, covered by a piece of carpet, and drove away.

The person who reported to police said Rodriguez was gone for several hours, and arrived back on foot around 2 p.m.

Rodriguez said that he had gotten the truck stuck.

The reporter said it was then that he recruited a friend to help get the truck. The friend reportedly did not know about the murder. Documents state that friend drove the reporter and Rodriguez to a canal on Dindinger and Glorietta Road in El Paso County.

The three were reportedly able to get the truck out with help from ditch riders from the Lower Valley Water District, who were passing by and saw the three men trying to remove the truck.

The person who reported the murder said the three men then drove back to Rodriguez's home, and when they arrived, Rodriguez washed the bed of the truck in the driveway.

The reporter said it was then that he was able to leave the home. He told police he drove to his daughter's home, arriving shortly after 7 p.m., then the pair drove to the Socorro Police Station at 240 N Moon to report the murder.

Socorro Police Officers then requested assistance from EPCSO, which took over the investigation.

An investigator arrived at the police station, where the truck used to try to hide Holguin's body was parked. The investigator observed what appeared to be blood on the front passenger seat of the vehicle, and water and what appeared to be blood in the bed of the truck.

Detectives obtained a search warrant for Rodriguez's home, and detained him there.

Detectives met with Rodriguez, who court records state admitted to the murder.

Rodriguez told detectives he was friends and neighbors with Holguin for many years. He said he went over to Holguin's home earlier that day and began drinking.

Rodriguez said Holguin became aggressive, and knew Rodriguez usually carried a gun. Rodriguez said the struggle for the gun began, and he ultimately shot Holguin in the chest.

Rodriguez said when the person that reported the murder arrived, that person told Rodriguez to call police. However, Rodriguez said he panicked and decided to try to dispose of Holguin's body.

Rodriguez agreed to show detectives where Holguin's body was, and detectives drove him to the desert area north of I-10 and Fabens, where they found the body.

EL PASO, Texas (KVIA) -- The El Paso Chamber announced Monday it hired a new CEO.

Ricardo Mora describes himself as a “serial entrepreneur.” He most recently worked as Principal at RM International, a specialized IT and asset management company. He is also the co-founder of the Technology Hub Business Innovation Center, a tech incubator and accelerator in Juárez.

"I am honored to join the El Paso Chamber and look forward to driving growth and innovation in our business community," said Mora.

Mora serves on a number of non-profit boards, including Desarrollo Economico Ciudad Juárez, Funax-FabLab Juarez, the Arrowhead NMSU-AIN advisory council and the UTEP Development board.

“Our selection committee was purposeful in finding a CEO who can help develop and capitalize on opportunities of binational near-shoring, tech manufacturing and human capital development. Ricardo doesn’t just fit the bill, he exceeds it,” said Elizabeth O’Hara, Chairwoman of the El Paso Chamber executive board.

"Strengthening binational commerce is key to our region's prosperity,” added Mora. “The El Paso Chamber is the business community’s lead advocate. I look forward to continuing that work for business today and businesses of the future.”

Mora’s hiring concludes a nearly 90-day national search to replace Andrea Hutchins, who served as the El Paso Chamber CEO for almost two years. Hutchins’ time as CEO ended when her husband, an active-duty soldier at Fort Bliss, TX, was recently transferred to Washington state. The vacancy prompted more than 300 nationwide applicants.

Mora will begin work for the El Paso Chamber on Aug. 19, 2024.

Although the event has passed, experts and moms want the community to be aware of the benefits of breastfeeding.

According to the World Health Organization, breastfeeding is one of the most effective wats to ensure child health and survival. It is also the ideal food for infants.

Experts say breast milk provides all the energy and nutrients that an infant needs for the first months of life, and it continues to provide up to half or more of a child's nutritional needs during the second half of the first year.

The Cielo Vista Mall will also be open for donations at the same time on Sunday, Aug. 4.

EL PASO, Texas (KVIA) -- El Pasoans are among many across the world who have been watching the Israel-Hamas conflict over the last year. Now, they're among those concerned a wider war may be brewing, after several deadly strikes over the past week.

Saturday, a rocket strike killed 12 people, who were mostly children, at a soccer field in the Israeli-controlled Golan Heights.

Israel blamed the Iran-backed militant group, Hezbollah, for the attack. Hezbollah officials denied the group's involvement in the airstrike.

Israeli Prime Minister Benjamin Netanyahu warned that Hezbollah “will pay a heavy price for this attack, one that it has not paid so far.”

Netanyahu seemed to follow-through on that comment, after an Israeli airstrike Tuesday killed Hezbollah’s most senior military commander in Beruit, Lebanon. Israeli officials had blamed that commander, Fu’ad Shukr, for the deadly attack in Golan Heights.

And just hours after Shukr's death Tuesday, Iranian officials said an airstrike killed a top Hamas political leader in Tehran, Iran's capital. The nation's officials blamed Israel for the strike.

Israel has kept quiet about the strike that killed Hamas leader Ismail Haniyeh, but had previously pledged to kill him and others over the group’s Oct. 7 attack on southern Israel that sparked the war in Gaza.

These recent developments have sparked global concern over whether the ongoing war in the Middle East will spread. El Pasoans are set to weigh in Wednesday. They include an outspoken supporter of Israel, and a woman who immigrated to El Paso from Lebanon, and survived airstrikes there decades ago.

Tune into ABC-7 at 4 Wednesday afternoon to hear from a foreign affairs expert on the threat of a wider war in the Middle East. ABC-7 will also be speaking to both sides of the issue, and will bring you their thoughts as soon as they become available.

The PACT Act of 2022 is a law that was passed to expand care and benefits to veterans who were exposed to certain hazards.

El Paso VA is hosting its Summer VetFest & PACT Act Claims Clinic to help veterans who were exposed to such hazards file claims.

Veterans will meet with a claims representative one-on-one to submit a PACT Act claim and learn about VA Health Care benefits and eligibility.

During the event, veterans and their families can also enjoy food trucks, free back-to-school gear, an information fair, a Veteran Service Organization recruitment fair, and live music.

EL PASO, Texas (KVIA) -- The El Paso Police Department has identified the victim in Saturday's deadly shooting as a 24-year-old man. Authorities are now searching for more information, and individuals with information may qualify a cash reward.

Shortly before 4 a.m. Saturday, officers responded to 4101 Rich Beem Blvd. to multiple gunshots reported in the area.

Upon arrival, officers found the victim fatally wounded in the parking lot of an apartment complex.

Police said that investigators processed the scene and collected any possible evidence. Additionally, police said Detectives have been identifying possible witnesses to the shooting.

Investigators are asking anyone with any information on this deadly shooting to call the El Paso Police Department at (915) 832-4400 or to remain anonymous and qualify for a cash reward by calling Crime Stoppers of El Paso at (915) 566-8477 (TIPS).

EL PASO, Texas (KVIA) -- City leaders are considering letting voters decide whether to have a multipurpose center in El Paso.

The Multipurpose Performing Arts and Entertainment Facility project was approved by voters 12 years ago as a part of the 2012 Quality of Life Bond. Officials said the multipurpose center is the only remaining project from that package for which there are bonds that have not yet been sold or delivered.

Now, El Paso City Council is considering returning the issue to this year's ballot, with several city council members citing a different, more expensive economy than when voters first approved the construction of a multipurpose center.

BACKGROUND AND COST

When voters approved the multipurpose center in the November 2012 election, the estimated cost of the center was about $180 million, according to City Representative for District 8, Chris Canales.

Canales said that the cost now would be somewhere between $400 million and $500 million, which he said the city does not currently have the funds for.

There is currently $128 million remaining in unsold bonds, according to the city.

"Our citizens are still feeling the impact in the form of inflation and increased cost of living. This raised the vital question of whether timing is right for such a sizable, debt-funded project," said Canales. "A decision to not issue that additional $128 million would alleviate that future pressure on the tax rate."

Some council members, however, view the construction of a multipurpose center at this time as an opportunity.

"It's gonna cost us money. But what generation of funds are we going to see? We're going to see revenues increase overnight. We're going to see sales tax revenues. We're going to see... alcohol tax revenues. We're going to see more revenues than you see today, but but for that investment, you're not going to see it."

WHAT'S NEXT

Tuesday, El Paso City Council voted 5-3 to direct city staff to come up with potential language for the November ballot.

Officials told ABC-7 that language will need to be approved by city council during its meeting on July 30.

The deadline to submit the item to the ballot is August 17, so the council will either need to make its decision during its meeting on August 13, or call for a special meeting prior to the deadline.

Mayor Oscar Leeser said that it is likely the decision will be turned over to voters.

EL PASO, Texas (KVIA) -- People from across the U.S. and the world have been weighing in on the attempt on former President Donald Trump's life Saturday. Now, an El Pasoan with experience in high-profile security is speaking out.

Freddy Medina is a former U.S. Border Patrol Agent, former U.S. Marine, and is well-versed in diplomatic security. He currently owns Cimalli Security Solutions. The company, based in El Paso, offers high-profile security and training open to everyone.

Over the years, Medina has protected high-profile individuals, like U.S. Senator Ted Cruz from Texas.

"Training is paramount. Especially in such a big capacity like that. You know, you've got to pay attention to what's going on," said Medina.

But Medina said, mistakes happen. He believes that is what happened leading up to Saturday's deadly shooting at a Trump rally in Pennsylvania.

"Sometimes we get complacent what we do, you know, we've done it so many times, day in and day out, that we just figured nothing's going to happen. And then the inevitable happens," said Medina.

Medina experienced an emergency situation nearly five years ago.

On August 3, 2019, Medina and his wife were shopping at the Cielo Vista Mall, when the Walmart shooting happened nearby. He said while he was afraid, his training helped him react.

"I was scared. I think anybody says that they're not scared when something like that happens, it's... they're pretty much lying to themselves," he said. ""We've got to kind of snap out of that and and stay focused on what we're doing, stay obviously staying off our phones, being looking out at the crowd, make sure that the crowds do what it's supposed to do and maybe sometimes even look beyond the crowd."

LAS CRUCES, New Mexico (KVIA) -- Hundreds of people are still without power in Las Cruces, and have been since Saturday evening.

According to the El Paso Electric Outage Map, there are still more than 450 customers without access to power.

As of the publication of this article, there is no estimated time for power restoration available, according to officials. However, the number of affected customers has continued to drop.

At one point Saturday, there were well over 2,000 customers in Las Cruces without power.

El Paso Electric confirmed Saturday that the outages were weather-related, but did not elaborate.

ABC-7 will keep you updated on when power may be expected to come back, and if there are any other developments.
