EL PASO, Texas (KVIA)-- More than 41,000 fans were in the stands at the UTEP vs Southern Utah University game on Saturday night. Some fans say they felt they had to show up after hearing some of the comments made by Southern Utah University's head football coach DeLane Fitzgerald.

In an interview, Fitzgerald had this to say about UTEP's football team, "It's hard to call it a rebuild it's a build re-what? Re means that at once upon a time they were good so somebody's gotta tell me when that was."

Fitzgerald also assumed UTEP fans wouldn't fill the stadium, "huge stadium and you'll have 20-25 thousand people in the stadium that seats you know 52,000 but we'll be able to handle the crowd after last week," Fitzgerald said.

Fans were fired up about these remarks and they showed up in hopes of proving Fitzgerald wrong. In the end Southern Utah University won the game 27-24. One fans says he's loves the miners win, lose or draw.

EL PASO, Texas (KVIA) -- According to El Paso Police Department, one person suffered minor injuries in a fiery motorcycle crash on Friday night.

Video from FitFam El Paso on social media showed the motorcycle on fire around 10:30 p.m. Friday.

The crash happened on I-10 and Westmoreland Dr.

TxDot traffic cameras showed multiple first responders on scene in response.

Officials said they had to close the highway temporarily.

A parked police unit diverting traffic was struck in a separate incident while responding to the scene, but no injuries resulted from that crash.

EL PASO, Texas (KVIA) -- If you thought summers have been getting hotter, you're not wrong. A study conducted by Climate Central found 230 of the 241 cities they analyzed had an average 2.5°F increase over the past few decades.

The study started in the 1970s. It looked at cities across the United States during the months of June, July and August.

The study compile the following list of the top five fastest-warming cities:

  • Reno, Nevada,
  • Boise, Idaho
  • El Paso, Texas
  • Las Vegas, Nevada
  • Salt Lake City, Utah

Greg Lundeen, meteorologist with the National Weather Service, says El Paso's low temperatures are increasing and that is contributing to the high temperatures during the day. So far this year El Paso has had 54 triple digit days.

Lundeen says to study the effects and what causes the increase takes time, not just weeks, days, months, years, decades and even centuries. Lundeen suggest the community get educated about climate change and the effects of heat.

EL PASO, Texas (KVIA) -- An assistant district attorney is suing the County of El Paso for wrongful termination.

ABC-7 obtained a copy of the federal civil lawsuit John Briggs filed against the county.

ADA Briggs was publicly fired by former, disgraced district attorney Yvonne Rosales in August of 2022, and was rehired in February 2023 by current DA Bill Hicks.

In his lawsuit, Briggs said Rosales was, "a colossal disaster" whose nearly two-year tenure was "indelibly marred by incompetence and scandal."

Briggs said Rosales and her "inner circle of advisors forced Briggs out of the El Paso County District Attorney's Office after he refused to cooperate with an illegal scheme she and her advisors had conducted."

ABC-7 reported on the unearthing of that incident that occurred on Aug. 4, 2022, when Rosales and her associates were accused of violating a court-issued gag order in the Walmart massacre case by impersonating and threatening family members of victims.

According to the lawsuit, Briggs said former ADA Curtis Cox approached him on Aug. 18, 2022, and instructed Briggs to sign an affidavit that stated Briggs had not informed the family of Walmart shooting victim Alexander Hoffmann of the gag order, which Briggs said was false.

The day after he refused to sign the affidavit, the lawsuit states that the DA Division Chief Scott Ferguson drafted Briggs' performance evaluation, and despite "consistently" receiving favorable evaluations over his 25-year tenure, Briggs said Furguson "tanked" Briggs and emailed the draft to Cox, Rosales and First Assistant District Attorney George Al-Hanna. Briggs also said Al-Hanna intentionally lowered Briggs' score and made the criticism harsher.

Briggs said on Aug. 22, 2022, he was terminated and escorted out of the office.

Briggs said in the lawsuit he received the evaluation draft and final evaluation in an open records request.

ABC-7 left a voicemail with Al-Hanna asking if he would comment on the lawsuit, and we are awaiting a response.

Briggs is seeking damages and back pay, as well as lost wages, saying he had to take a job outside of El Paso County that paid half of the salary in the D.A.'s office. He is seeking damages for the harm done to his reputation and for the mental anguish, physical and emotional pain and suffering, humiliation and other factors.

Briggs is also asking for a federal jury trial.

EL PASO, Texas (KVIA) -- A Latin-themed bikini night club is set to open this month at the location of the previously shut-down Jaguars Gold Club strip club. Operated by JAI Dining Services (El Paso), Inc., the new club branded as Chicas Locas will not not need a liquor license, according to an attorney representing the company.

"It's going to operate as a nightclub slash bar," said Casey Wallace, attorney and partner with Wallace & Allen, LLP based in Houston. "When I say slash bar hesitantly - the reason I say that, it's going to be a bring your own bottle, BYOB establishment. We will not serve, nor will we sell, alcoholic beverages. People will can bring their own. We're going to operate as a nightclub."

Wallace says that the new club has applied for a liquor license in accordance with the settlement terms agreed upon with the County of El Paso. As ABC-7 has reported, several law enforcement agencies served a temporary restraining order on Jaguars in February. The City and County of El Paso filed separate lawsuits over numerous alleged violations of local ordinances and licensure requirements, and hundreds of legal violations committed on the property.

A settlement with the County resulted in Jaguars shutting its doors for good, while the City's case is still pending in court. Wallace says that the new Chicas Locas will be fully in compliance with the settlement, and with the City's Sexually Oriented Business ordinance by not operating as strip club.

"We've identified it (Chicas Locas) as the number one Latin club in El Paso," Wallace said. "That's the marketing of the club, because we're not going to be a strip club. We're not going to be a topless club. We're not going to be what you might typically refer to as a gentleman's club or cabaret."

The City of El Paso issued a statement about additional legal action to be taken in their suit following ABC-7's reporting in August about questions surrounding the apparent re-opening of the property as a new business. Wallace says that the City is wrong about the business, which he says will follow all laws and will not fall under the definition of the City's ordinance.

"There will be entertainers at the club, there's no question about that," Wallace said. "But they will not be disrobed entertainers. We have not applied for a sexually oriented business permit, because we are not going to operate as a sexually oriented business."

According to Wallace, ABC-7 was the only local media outlet to reach out about the opening of Chicas Locas to RCI Holdings Inc., which owns the property at 11377 Gateway Blvd West, or RCI Hospitality Holdings, Inc., which controls the brand for Chicas Locas, Jaguars, and more than two dozen other "adult nightclub brands," according to their website.

The City of El Paso declined a request for a further interview based on what the attorney representing the business behind Chicas Locas told ABC-7. In a statement, a City spokesperson said, "As the City has previously advised, we will continue to seek court intervention to impose fines on RCI Holdings for its previous violations. And we will also continue to seek injunctive relief, in hopes of preventing any future unlawful activities from occurring at the Chicas Locas location."

EL PASO, Texas (KVIA) -- Two penguins who lived at the El Paso Zoo are dead after contracting avian malaria. That's according to the zoo's director, Joe Montisano.

The penguins' deaths happened "a few months ago," Montisano explained. He added that avian malaria is not the same as human malaria, and that humans cannot contract avian malaria. The zoo believes the penguins contracted the disease from a mosquito.

"While six of the affected penguins responded well to treatment, despite our staff’s best life-saving efforts, two did not recover and unfortunately passed away," Montisano said Friday. He adds that the six remaining penguins have fully recovered, that they are now somewhat immune to avian malaria, and that they are undergoing a preventative treatment plan to lower the risk of future cases.

"Introducing new animals, especially from multiple locations—as we did with the penguins—can sometimes bring challenges, including potential health issues," Montisano stated in a news release sent out to the public today. "Losses, while unfortunate, are not uncommon in zoos of our size and are carefully managed following all USDA reporting requirements."

EL PASO, Texas (KVIA) -- Students at a Georgia high school will eventually return to class in the wake of a shooting in which a student shot and killed two teachers and two classmates, and wounded nine others.

The shooting happened the same day the El Paso district attorney announced an increased focus on prosecuting those who make threats against schools locally.

The scheduled news conference focused on school threats; the joint law enforcement awareness campaign's timing couldn't be more relevant.

D.A. Bill Hicks, County Attorney Christina Sanchez, the FBI and local school district police officials showed a video they produced called "School Threats Are No Joke."

It was made in response to the threats of violence local school districts are handling weekly.

Hicks said those who make threats will be prosecuted and that parents need to take responsibility for how they're raising their child.

The message -- and the video itself -- prompted comments from ABC-7 viewers.

"I like the idea of holding parents accountable for letting their kids have access to firearms. The teenage killers aren't magically popping out of the ground," said one person in the article's comment section. "Their parents are at least partly to blame for the damage caused by mass shootings."

Another viewer stated, "My son shot his first shotgun when he was 12 years old. However, he was taught how to use it properly and to respect its use. You know, the things that the NRA teaches, gun safety!"

ABC-7 also received an email, asking, "Where can parents go to access and watch the PSA regarding school shooting?"

EL PASO, Texas (KVIA) -- The beginning of every semester at the University of Texas at El Paso brings a problem to many neighbors as students fill the streets with their cars in an attempt to get free parking.

ABC-7 spoke to neighbors in the area who say this is a constant issue they face, despite some of their blocks being designated decal parking only.

Neighbors say students park in front of their homes, preventing them from parking in front of their own house. Many houses in the area were built without driveways. To prevent students from taking the parking spots, some neighbors have resorted to placing cones and trash cans on the streets.

Adam Zarowski, who lives on Porfirio Diaz, says his house is a popular destination for student parking.

While Zarowski's house is not a decal only parking zone, Zarowski says he's had people try to confront him after receiving a ticket for parking their car 5 feet into his driveway.

“It absolutely doesn't make a difference to me. But I have seen those cars get tickets because technically they're breaking the law. Right? And so I've actually had someone come and knock on my door and be like, 'Why did I get a ticket?' And I have to explain to them,” said Zarowski.

Despite having to explain to students that he was not the one to call police, Zarowski says he doesn't mind as much as other neighbors to see students park on their streets because he know how expensive UTEP parking permits can be for students.

According to UTEP's website, parking permits currently range between $150 and $400 per year, depending on the desired permit by each student.

ABC-7 also spoke with Gilbert Izquierdo, board member of the Sunrise Civic Organization, who says seeing students park near his neighborhood was a problem they faced often until his block was changed to decal parking.

“They are issuing tickets. So the students are kind of learning where they can park and where they cannot park,” said Izquierdo.

Izquierdo told ABC-7 that at one time the Organization was thinking of making the entire neighborhood on Kansas St. decal parking only, but there were some neighbors who were in favor of allowing students to park.

Despite saying he sympathizes with the students, Izquierdo said he thinks students need to get student parking permits.

With many residents unsure on how they could make their block decal only, ABC-7 reached out to the City of El Paso to learn more on the process.

The City told ABC-7 that for neighbors to apply for decal parking on their street, they must first apply for a Residential Parking District (RPD). Once the City has established an RPD, a petition with signatures of 75% of residents in the block must be completed requesting RPD sign installation.

If an applicant already lives in an established RPD zone, one can apply for a petition to install signage.

Once signs are installed, residents can purchase parking decals from the City's One Stop Shop.

The initial application fee costs $25, and there is a fee of $10 per vehicle per year. Each household can get up to 2 decals and will receive 2 visitor passes at no fee.

RPD applications can be requested by calling 311 or by calling the City's Streets and Maintenance department at (915)-212-0151.

EL PASO (KVIA) --The El Paso Foundation had a special ceremony on Sept. 4th at El Paso Children's Hospital by dedicating a room in the name of 2-time cancer survivor Hailee Ozaeta. It was part of a $25,000 donation to help kickoff Childhood Cancer Awareness Month.

Hailee Ozaeta can't couldn't contain her emotions, as she cried in the arms of her father while she and her family congregated around the room dedicated in her name at El Paso Children's Hospital.

 "They've helped save my life so many time," said 15-year-old Hailey.

As a kid who suffered mightily from cancer, she was thrilled to join dozens of others for the ceremony, including U.S. veterans, law enforcement, and scores of volunteers as the room she spent countless hours in as a patient was given the official name in her honor saying: "Do Not Fear, For I Am With You -Isaiah 4:10, Hailee & The Ozaeta Family."

Hailee's mother, Sandra Ozaeta, said, "So this is an honor for us to be able to give back to the hospital that helped save her life," after talking about the $25,000 dollar donation to El Paso Children's Hospital.

Hailee is also grateful for her little sister, Josie, who helped save her life by being her bone marrow donor.

When ABC-7's Paul Cicala asked Josie if she felt like a hero for donating the life-saving bone marrow, she answered, "Yes, because I love my sister, and I've done everything for her. When she's in her ups and downs, I always cheer her up."

Hailee told ABC-7's Paul Cicala: "(El Paso Children's Hospital) means so much to me honestly, through mental and physical (struggles). They first help save my life. I'm here because of them,  Me and my family have been through so many things together that I never expected. For them to get that room that I was first diagnosed in, I'm just so blessed, that they were able to do that for us," added Hailee with a huge smile on her face as members of the Official American Legion Riders Chapter 36 El Paso surrounded her in support.  

"We are incredibly grateful to Hailee’s family for their generosity and for choosing to honor her journey in such a meaningful way," said Dr. B. Abigail Tarango, Executive Director of the El Paso Children’s Foundation. "Their contribution will have a lasting impact on the lives of many children and families who walk through these doors."

The non-profit also pointed out that the donation marks the beginning of a series of events planned by the El Paso Children’s Hospital Foundation throughout September to raise awareness and funds for pediatric cancer care and research.

In Stephanie Valle's story, she touched on how it was in March of 2018, when Hailee was 8-years-old, and she was diagnosed with acute lymphoblastic leukemia. It's a type of cancer of the blood and bone marrow that affects white blood cells. HERE'S MORE FROM STEPHANIE VALLE'S 2019 REPORT:

“I felt very sick. I felt weak,” Hailee told Valle at the time. “I felt like a weight on me. I would get a lot of headaches.

Her mother, Sandra Ozaeta, told ABC-7 that when doctors confirmed Hailee’s diagnosis, she didn’t tell her daughter.

“How do you tell your 8-year-old that she has cancer?” Sandra said.

But Hailee told ABC-7 that she learned anyway, through dreams based in her faith.

“There was this dark tunnel and I was walking to it,” Hailee said. “And there was this big light at the end. I see the Virgin Mary and she is in a burgundy thing with green, with her hands like this,” she said, gesturing with her palms up in her lap. “She didn’t use the word ‘cancer,’ but something told me in my heart that I had it,” Hailee said. “She was just telling me how I had to keep strong.”

“I wasn’t scared, I wasn’t crying, I wasn’t anything,” she added. “I just felt peaceful, and I knew that I was going to be OK. I just had that faith in me.”

Hailee said she did keep strong through chemotherapy and hair loss, but that kidney failure two months into her intense treatment brought another dream of a heavenly encounter.

“I had another dream,” Hailee told ABC-7. “There was God, but he was a figure of light.”​​​​​​​

She described seeing stairs blanketed with clouds and eating at a banquet with angels.

“We all ate tamales and Takis,” she said, laughing.

But then she said the tone of the dream turned more serious.

“This little (angel) broke his wing, and God touched it,” she said. “I was like, ‘What is that supposed to mean?’ And God said, ‘The same thing that I’m going to do to you.’ So he touched my kidneys. And that’s when I woke up.”​​​​​​​

She said that when she awoke, she was able to use the restroom — something that hadn’t been possible for a whole day due to her kidney failure.

In June 2018, her scans came back clean. She was cancer-free.

That summer, she attended a weeklong camp organized by Candlelighters of El Paso for kids who are battling or who overcame cancer.

“That was her first step out of the hospital,” Sandra said. “She was able to be a kid for a whole week.”​​​​​​​

When Hailee talked about camp, her face lit up. “My favorite thing was at the end — the dance. It was really fun this year,” she said while laughing.

With a year left of treatment, the fifth grader is dreaming of her future.

“I want to work at the children’s hospital for kids that have cancer,” Hailee said. “Now that I’ve been through this, I want to help other kids and tell my story to them and tell them that everything’s going to be OK.”​​​​​​​

Candlelighters of El Paso supports families who are fighting childhood cancer. In honor of Childhood Cancer Awareness Month, Candlelighters is hosting the Walk of Hope for families of fighters, survivors, and those who who lost their battle with cancer.

Attendees will have the chance to meet with FBI executives, special agents, and other personnel to learn more about career opportunities. SWAT and Crisis Negotiation teams will also be on-site with their gear, and physical fitness advisors will be available to discuss the FBI agent fitness test.

Good Morning El Paso's Isabella Martinez participated in the local media FBI fitness test. This is a physical requirement for those applying to be a special agent. It includes: one minute of sit-ups, 300 m sprint, pushups to failure (FBI protocol pushups),1.5-mile run and pull-ups.

EL PASO, Texas (KVIA) -- El Paso District Attorney Bill Hicks, along with other agencies in the region, released a video about the serious consequences of school threats.

The video titled "School Threats are No Joke" is in response to the constant number of gun threats and bomb threats D.A. Hicks says school districts in El Paso County are seeing on a weekly basis.

Whether it's a joke or not, Hicks said in a news conference that these types of threats will be taken seriously and will be prosecuted for terroristic threats.

“The fact that you are not even intending to do it, that it is a joke to you, is actually an element to the offense of terroristic threat,” said Hicks.

The video meant to raise awareness on school threats shows law enforcement going to the house of a kid who had made a threat through a post on social media. The video demonstrates how law enforcement will go to the students house to arrest them as a result of the threat.

D.A. Hicks mentioned that those making the threats are usually students.

Hicks said some students have called in threats to simply skip class. In some surprising cases, Hicks says they have seen honor students call in a bomb threat because they were freaking out to avoid taking a test.

Hicks said the video was released to all students in the participating school districts. The agencies participating in this video include Socorro ISD Police, El Paso ISD Police, Ysleta ISD Police, Canutillo ISD Police, Fabens ISD, San Eli ISD, and El Paso's Federal Bureau of Investigation.

EL PASO, Texas (KVIA) -- The El Paso Zoo is mourning the death of its beloved California sea lion, Little Bit.

L.B., as he was known, died on Sunday at the age of 25. L.B. had been in declining health in recent years, the zoo explained Wednesday.

"For nearly two weeks, our dedicated zookeepers observed unusual behavior in L.B., including signs of discomfort and a severely diminished appetite," a zoo spokesperson explained. "Despite the best efforts of our veterinary team, who provided oral medications and symptomatic care, L.B.’s condition continued to deteriorate."

After his death, a necropsy revealed L.B. had been suffering from a fluid-filled cantaloupe-sized mass in his right shoulder and neck. He also suffered from ulcers in his stomach, zoo officials explained. Veterinarians also suspect he suffered from heart or kidney disease, both of which are common in elderly sea lions.

“L.B. was more than just an animal in our care; he was a beloved member of our Zoo family,” said El Paso Zoo and Botanical Gardens Director, Joe Montisano. “For years, L.B. participated in daily demonstrations, showcasing his unique talent. As the only military veteran animal in any zoo, he would perform a salute to the crowd, and we’d proudly salute him back. He was a gentle giant with a huge personality, and his absence will be deeply felt. Our thoughts are with his devoted care team and the entire community who loved him.”

L.B. served in the U.S. Navy's Marine Mammal Program for three years, helping crews with underwater detection, location, and recovery missions. The Navy honorably discharged L.B. and sent him to live at the El Paso Zoo starting in 2013.

EL PASO, Texas (KVIA) -- Stephanie Regalado has struggled with her weight since she was a teenager. As a result, Regalado suffered from asthma, sleep apnea and leg swelling.

“Summers were horrible for me. I was always inside. I didn't want to be outside. I would overheat. I just hated it,” she said. 

The 39-year-old decided to look into weight loss surgery after doctors diagnosed her as pre-diabetic. Regalado described this as a wake-up call, especially after losing her grandmother to diabetes.

"I looked into it, and I was ready to change my life," she said.

Regalado would undergo surgery, losing over 100 pounds as a result. The mother of two said the results were positive.

"Now I'm more outside. I can be with my boys. Waterparks were out there with swimming, exercise, more with my kids to trying to change their habits and everything."

“More energy. I have more energy to do stuff with them. I'm more energetic. I'm more available for them. Not always so tired," she said.

Dr. Benjamin Clapp, the medical director of The Hospitals of Providence Weight Loss Center West, explained that every patient must meet different criteria for undergoing these types of procedures.

"People suffer from, especially things like diabetes, high blood pressure, sleep apnea, urinary stress incontinence, arthritis, things like that. When we induce this weight loss of about 80 to 100 pounds, people get better from those problems. Their sleep apnea will resolve most of the time. Their diabetes should resolve depending on how long they've had it, how much insulin requirements they have right now. High blood pressure should get easier to control, so obesity is the root cause of many of these disease processes. And by striking at that root cause, we can we can make them better."

Dr. Clapp performed Regalado's surgery. He said she is one of countless success stories.

"She's had just astounding outcomes. Let me tell you the secret about Stephanie, which you may not come across on camera. She's a hard worker. She is a hard worker. She has adopted this wholeheartedly. She is 100% changed her life and adopted this new lifestyle. She uses this tool that we've provided her with daily, and she probably be the first one to tell you that this is a daily fight," he said.

The medical director said lifestyle changes must take place after surgery.

"If you're not maintaining your diet, if you're not changing your lifestyle, if you go back to old bad habits, then we can see people start to climb back up. Now that can take years to do, and about 10 to 15% of people will do that. Obesity is a chronic disease, is very hard to treat, and it takes often more than one modality. Not just surgery, but lifestyle change, diet, exercise,” Dr. Clapp said.

"Mentally, you have to change how you think about food. How, just be more active, thinking you're not going to go back to your old habits. It's still a lot of mental, but it's worth it," Regalado said.

She hopes her story will inspire others.

"This is like the way to go, like this will change your life for the better. There's no shame in it. I mean, it's a big push. It's a lot of work, but it's so worth it in the end.”

The El Paso Chamber says that by lighting the Star in gold, El Paso joins communities across the nation, to honor the bravery of young cancer patients, supporting their families, and advocating for the continued efforts needed in cancer treatment and prevention.

“As the region’s only certified Children’s Oncology Group, El Paso Children’s Hospital is committed to providing the most advanced clinical treatments, allowing children to receive care close to home. Decades ago, many families were forced to leave El Paso for proper pediatric cancer care.  Since our opening in 2012, we have reduced the number of children needing to travel outside of El Paso by over 85%. Tonight’s lighting of the Star is to bring awareness and support to childhood cancer across the Borderland,” said Aley Valdespino, El Paso Children’s Hospital Nursing Director of Pediatric Hematology and Oncology.

A truly good burger could be eaten completely plain, zero toppings and still be just as good. I hate when a restaurant tries to compensate for a bland meat patty with a plethora of toppings. It doesn't help any in my opinion. The toppings here just made it all the better. Exactly the burger I hoped to find here. They also have a great selection of beer flights that give you a nice sampling of the goodness they have available on tap. They only serve these before 6 before they get busy so make sure to go early if you want to try these. Mmmmm.... so happy right now after that great meal."

This is a family owned and operated burger joint with a lot of history. Rosco's has been open for as long as they have for a reason. For years they've been getting it right. Even the staff has been around for years. Their customer service is consistently good every time. They don't serve anything fancy but have a basic menu items like chili cheese fries, hamburgers, and cheeseburgers but the menu does have some oddities like their caldillo and the hot dog burger style. Their signature green salsa makes you wanna put it on everything. I always order the cheesebasket (cheese burger and fries) and a lot of napkins. Whenever I have an out of town relative visit i always tell them they must try a Rosco's burger! And just like the staff shirts say, "7 days without a Rosco's burger makes one weak!". Burgers are always tough to describe since its part of our culture to consume and often. However if you're an El Pasoan or visiting you need to go experience for yourself!"

According to a Pew Research Center analysis of SafeGraph data, 1 in 10 restaurants in the U.S. serve Mexican food, and nearly 9 out of 10 U.S. counties have at least one Mexican restaurant. The analysis also reveals that California and Texas are home to a majority of the Mexican American population and together host 2 out of 5 Mexican restaurants in the country.

These findings serve as a testament to the influence Mexican cuisine has had and continues to have in America. Which begs the question: Where does one go for the best old-school Mexican restaurants, loncheras slinging tacos out of a half-window, and innovative modern Mexican food pushing culinary boundaries?

To help you out, Stacker compiled a list of the highest-rated Mexican restaurants in El Paso using data from Yelp. Only restaurants with at least five reviews were considered. Data is current as of January 2024.

EL PASO, Texas (KVIA) -- Texas Tech Physicians of El Paso has yet to reach an agreement with Blue Cross Blue Shield of Texas (BCBSTX) to keep the group's specialists in-network.

Texas Tech sent out the email to its patients on August 21, 2024, notifying them about a potential end in partnership between the group and BCBSTX.

As of the publication of this article, Texas Tech Physicians of El Paso is still part of the network. On October 7, 2024, however HMO and PPO plans will be terminated in-network. Blue Cross Advantage HMO plans will be terminated on January 5th, 2025, Texas Tech's letter explained.

ABC-7 has reached out to BCBSTX for comment on the situation and they gave this statement:

"Texas Tech Physicians of El Paso notified us of its intent to leave our networks starting on Oct. 7, 2024, unless new terms are reached. That means Texas Tech Physicians of El Paso would be out of network for BCBSTX PPO members and some of our HMO members on Oct. 7.  Blue Advantage HMOSM members would not be impacted until Jan. 5, 2025. We value our relationship with Texas Tech Physicians of El Paso and hope to reach a new agreement before the deadline."

EL PASO, TX (KVIA) — As part of Suicide Prevention Month, mental health professionals are urging the community to take action by both recognizing the warning signs of suicide and learning how to support those who have lost loved ones to suicide. 

Suicide is preventable and there are resources available. It is critical to take action, according to the CDC every 11 minutes someone takes their life in the United States.  

ABC-7 spoke to Veronica Cabada, crisis therapist at Emergence Health Network, who emphasizes the importance of being aware of warning signs that could indicate someone is at risk of suicide. “If your loved one is always happy and smiling and all of a sudden you're seeing them just kind of withdrawn, isolating, not wanting to participate, irritable, agitated - those are signs,” she says.

Cabada says suicide affects all ages, “I’ve seen as young as maybe eight or maybe even younger, but it just all depends on, you know, their experiences. Some of these children are going through a very traumatic experience, such as emotional, physical, sexual abuse, bullying, other types of experiences that they're not understanding,” she says. 

If you notice signs, important to act quickly, “They'll say things like ‘Don't tell anybody' or 'I'm not going to go through it.’ Read between the lines. Let's move quickly. Time is of the essence,” says Cabada. 

In addition to recognizing these warning signs, Cabada stresses the need to understand how to support those left behind after a suicide. Everyone’s grief journey is different and knowing how to offer support can be challenging, however it’s important to approach the conversations with care.

Cabada advises to avoid saying phrases like “They’re in a better place now” or “You have other children you have to be strong for them.” 

Instead, she advises to offer a listening ear and validate feelings. “What we can say is very simple. ‘I’m sorry.’ ‘I am so sorry for your loss.’ ‘How can I help you?’ ‘What do you need from me?’" says Cabada. “Just be present. Just nodding your head, you know, letting them know I am connected with you directly.”

Emergence Health Network offfers support groups for those left behind by suicide. They meet every last Tuesday of every month from 6:00 p.m. to 7:30 p.m. at 1601 E. Yandell Drive.

EHN offers firearm locks for military men and women, Cabada emphasizes the number one method of suicide is by firearms - so securing this is one of their priorities.

Eligible applicants include nonprofit, tax-exempt organizations, churches, and government units that are in the Paso del Norte Region. They can submit an online application until September 17, 2024. EL PASO, TX (KVIA) -- ABC-7 is teaming up with Albertsons to support El Pasoans Fighting Hunger Food Bank during 'hunger action month.'

Shoppers at Albertsons will have the option to donate at check out.

El Pasoans Fighting Hunger Food Bank CEO, Susan Goodell, spoke to ABC-7, she says they are serving over 180,000 people in El Paso annually. "Some people come every week. Some people just come when they're in crisis. But one in five people here in this community depend on the food bank to put healthy food on their tables," she says.

The food bank is always looking for volunteers, Monday through Friday. "When the volunteers are not here, we're not able to do this important work and this nutritious food does not get to our clients also," emphasizes Goodell.

Start making a difference this month, $1 equals 7 meals. You can also donate online at anytime.

EL PASO, Texas (KVIA)-- In recognition of International Overdose Awareness Day, which is August 31st, El Paso Harm Reduction Alliance invited the community to come together and raise awareness about overdose prevention and honor those who lost their lives due to overdose.

Experts were in attendance providing information on overdose prevention, how to recognize the signs of an overdose, and how to respond in emergency situations. They also passed of naloxone kits and provided training on how to use the life-saving medication.

Juan Carlos Perez, spokesperson for El Paso Harm Reduction Alliance says through their outreach they know where the overdoses are occurring the most, so they are targeting those communities and supplying them with naloxone. Perez says the purpose of this event is to educate the community and reduce the stigma about drug addiction.

Many people provided pictures of their lost loved ones to play in a slide show while organizers held a candlelight vigil. This was El Paso Harm Reduction Alliance's first gathering for International overdose awareness day but organizers say they will be doing it again next year.

Two closures will take place from 9 a.m. to 4 p.m. starting Tuesday:

  • Alternating lane closures are possible on Redd Road between North Desert Boulevard and South Desert Boulevard. Crews will be conducting electrical work. This closure will last until Saturday.
  • I-10 East and West will be reduced to one lane between Vinton Road and Transmountain Road as needed. Crews will be working on retaining walls. This closure will last through Thursday.

Two closures will take place from 9 p.m. to 5 a.m. starting Tuesday:

  • I-10 East will be reduced to one lane between Vinton Road and Los Mochis Drive. Crews will be working on concrete paving and placing deck panels. This closure will last through Thursday.
  • Redd Road will be closed between North Desert Boulevard and South Desert Boulevard. There are two detours to be aware of: the eastbound detour at South Desert to Mesa Street Turnaround to North Desert, and the westbound detour at North Desert to Artcraft to South Desert. Crews will be placing bridge deck panels.

EL PASO, Texas (KVIA) - The Guiding Star Southwest and The Lily Pad Maternity Home gathered more than 208,120 diapers to give out to moms and dad in the community Labor Day weekend.

It's been part of their "August Hero Drives". The program offers free diapers, wipes, socks, and other essentials for area parents.

"We've helped over 5000 moms with over 200,000 diapers just this month," said Mark Cavalier, CEO of the Southwest Coalition.

The Drive-Thru Diaper Blowout Saturday saw about 500 parents.

Organizers also handed out hotdogs and other goodies for those waiting in line.

"The Guiding Star Southwest women's pregnancy and wellness center is a nonprofit that offers support and care for mothers at all stages. The Lily Pad Maternity home is a nonprofit initiative to help moms that need a safe place to live throughout their pregnancy and postpartum time," added Cavalier.

The organizations' mission is to help moms and dad be heroes for their children.

The efforts provide about a week's worth of free diapers, which is estimated to save money.

· Die-In: Participants will simulate the tragic reality of overdose deaths to raise awareness and emphasize the importance of prevention and action.

· Speakers: Notable speakers, including District 2 candidate Veronica Carbajal, will share their insights and experiences.

The events will take place at Memorial Park (1701 N Copia St.) from 7 PM to 9 PM.

EL PASO, Texas (KVIA) -- Desiree Wheatley would have been celebrating her 53rd birthday on Monday, Sept. 2.

Instead, Wheatley's mother is coming to terms knowing her daughter has been dead for more-than double the number of years she was alive.

"This has been 37 years in the making. So, try holding your breath for 37 seconds. I've been holding mine for 37 years," said Marcia Fulton.

Fulton's youngest daughter went missing on the last day of school, on June 2, 1987. She was last seen getting into a beige truck at the Circle K in her Northeast El Paso neighborhood.

Her body was found in a desert grave among the remains of five other young women and teen girls later that year.

"She trusted everybody, because she never had any reason not to," Fulton said. 

As police searched for the perpetrator who became known as "The Desert Serial Killer," they arrested David Leonard Wood and charged him with capital murder.

Wood was convicted and sentenced to death in 1992, but he has maintained his innocence.

He was granted a stay in his 2009 execution after he claimed mental retardation, but his claim was denied by an appellate court in 2014.

Ten years later, the state has put his execution date back on the calendar.

Wood is scheduled to die by lethal injection on March 13, 2025.

Fulton still plans on attending the execution in Huntsville, TX.

"I didn't come this far to not go," she said. "I want people to understand that I'm not looking for revenge. I'm looking for justice. He did the crime, he needs to do the punishment."

Fulton, who is 72, has buried both her daughters and a husband. She said she had feared for many years that she would outlive Wood, too.

"I want him to see me at his execution, too. That would just completely close that book, in my mind," Fulton said. "Right now, the book's been open 37 years and counting. So, you know, that's a long time when you're waiting to see something that needs to be done. And you know it needs to be done because he'll do it again if he's let loose."

EL PASO, Texas (KVIA) -- El Paso City/County Health Authority Dr. Hector Ocaranza tells parents in the community not be afraid or panic after a vaccinated student at Alderete Middle School tested positive for Chickenpox , Canutillo ISD officials announced Thursday.

According to the district, the student was fully vaccinated against the Varicella virus, Canutillo ISD officials say, meaning this appears to be a breakthrough case.

"This is something that can happen, and it is not to cause any alarm," said Dr. Ocaranza. "We are working very closely with school officials and it is a good reminder that people need to stay up to date with their vaccinations as well."

Dr. Ocaranza explained people who have been vaccinated against chickenpox can still get the disease. However, they usually have milder symptoms than people who are not vaccinated.

"And that's the reason why, before the school starts, we invite everybody, all the parents, to bring their child in and make sure that they're up to date with the vaccinations," he said.

According to the CDC, Chickenpox usually lasts about 4 to 7 days. A common sign of chickenpox is a rash that turns into itchy, fluid-filled blisters which eventually become scabs.

Dr. Ocaranza said the people that medical providers are mostly concerned about getting chicken pox are those that are not vaccinated, have never gotten chickenpox, and have a weakened immune system.

He reminds parents to continue teaching children to wash their hands as a preventative measure, and for parents to stay up to date with their vaccinations.

EL PASO, Texas (KVIA) -- Forbes put UTEP in the 280th spot on its list of 2024 Top Colleges.

Forbes also ranked the schools based on the average amount of debt per graduating senior. UTEP ranked first in Texas on that criteria, with the average student graduating with $4,735 in debt.

Forbes' list ranks colleges on their student success, return on investment, and alumni influence.

EL PASO, Texas (KVIA) -- Parents in the united states are overwhelmed and burned out with the dizzying pace of the world -- and it has become a public health concern. That's according to a surgeon general's advisory released on Wednesday August 29th.

The advisory cited a 20-23 survey of adults from the american psychological association. Researchers found that 33-percent of parents reported high levels of stress in the past month compared to 20-percent of other adults.

Dr. Vivek Murthy, US Surgeon General says "parental stress is real and it's widespread and we don't always see it because parents don't always talk about it."

The advisory describes how parents are now spending many more hours on both work and primary child care. The demands have come at the cost of quality time with one's partner, sleep and parental leisure time. The strain is even greater on parents caring for aging parents or other loved ones.

"48% of parents are saying that on most days they feel completely overwhelmed by stress. Parents are trying to figure out how to contend with a youth, mental health crisis and a loneliness epidemic that is hitting kids really hard right now," said Dr. Vivek Murthy, US Surgeon General.

The advisory called for a shift in policy and cultural norms. That includes recognizing that time spent parenting is equal to time spent working at a paying job. As well calling for national paid family and medical leave sick time for all workers and more support for financial assistance for child care.

EL PASO, Texas (KVIA) -- El Pasoans Fighting Hunger is an organization that feeds nearly 1,600 families per day. These families can go get food for a variety of reasons.

"Actually for me, I'm a senior citizen, it's real hard you know, for whenever we get our social security." Manuel Estrella told us.

Denise Aguirre, another El Paso resident who goes to EPFH, told us she has two young children and the summer was hard for her.

"My kids got out of school, so summer break was definitely a hard one for us and we needed the extra help."

The U.S Department of Agriculture defines food insecurity as reduced quality and variety of your diet as well as a potential reduced intake of food.

Celeste Varela, an executive with El Pasoans Fighting Hunger, says that food insecurity can hit you a lot faster than you think.

"Many times folks are just one emergency car repair, or one unexpected medical or job change away from sending an already fragile financial situation for a family into chaos. And then hard choices have to be made, and food shouldn't be one of them."

The Borderland Rainbow Center is another group that helps people in the El Paso area. They feed about 500 people every Monday. The pantry director told me that sometimes, it may not be obvious someone is struggling.

"You'd see a brand new SUV come through, you'd see Mercedes coming through... we had a volunteer one time ask 'why are they driving that car having to come here getting food?' Like dude you don't know, they could be living in their car. They could be one car payment away from getting that thing repossessed."

The national number for citizens across the U.S who do not have food security is around 13%. The Texas number is very similar at 12.5%.

But according to a UTEP study done in 2022, the El Paso number is nearly triple of both, at 35%.

When you dig deeper into those numbers, students are a standout demographic. The same UTEP study found that 61% of their students reported food insecurity.

Other schools also had high food insecurity numbers, with El Paso Community College reporting in 2018 that 43% of their students had food insecurity. Texas Tech Health El Paso recently reported 28% of their students had food insecurity.

After talking with all these schools, there was one major takeaway: students need food.

"That's the story right? The starving college student. But it's really not a joke, this could cause them to end their educational careers." said Varela.

UTEP, El Paso Community College, and Texas Tech Health El Paso all have their own food pantries. Students can sign up through their websites and get food at no extra costs.

John Harrell, the assistant vice president of student services at Texas Tech, said, "You have students who will be starting school this week or next week, and they are having to decide 'Do I get this textbook or do I get groceries for the next week.'"

All the food banks and pantries we spoke to get traffic at all points of the year, but they all also know it should be more.

Dr. Charles Gibbens, the assistant vice president for student support at UTEP, says people should not be scared to reach out.

"We are seeing more and more that it's OK to ask for assistance, it's ok to ask for help."

Varela agreed by saying,  "We think it's important to treat everybody with dignity and care and respect, and so there should be no stigma around coming and asking for help because there's no reason to go hungry."

Estrella and Aguirre urged others in their situations to put pride aside and get help.

"If they need the help, don't be afraid, don't be ashamed, come in, get all the help that you definitely need," said Aguirre.

EL PASO, TX (KVIA) -- El Paso Independent School District is moving forward with Phase II of its Destination District Redesign (DDR). Currently, EPISD is focusing on elementary schools, with potential school closures and reallocations of resources. 

EPISD says they currently have 75 elementary campuses, however they are not at their maximum use. The target is to achieve 80% utilization, which the district says they are far from.

A facility study also identified the costs of upgrading facilities to meet 21st-century learning standards, including the possibility of renovations or complete rebuilds. 

ABC-7 spoke to Marivel Macias, chief organizational transformation equity officer for EPISD, who says they are examining factors such as enrollment, transfer rates, and the condition of school facilities.

"In elementary, we have the 22 to 1 class ratio, and that's something that is maximized," says Macias. “Currently we have campuses or classrooms that are underutilized. So we have many vacant seats, any classroom or any school that we would consolidate, we would make sure that it's at the optimal capacity.”

Macias says by optimizing campus utilization, they can focus on improving their “sister schools,” these are schools that have higher capacity and better facilities. “As we consolidate, that means that we have more funding within our system to allocate resources to those facilities that need to be upgraded,” Macias explains.

She also mentions that surplus property from any schools that may close could be repurposed in collaboration with the City of El Paso, such as the recent sale of Morehead Middle School which is now an animal shelter and emergency shelter to house migrants. 

Macias says they want parents to be involved in the decision making process, “It's about bringing our students together, make sure they're one community, and that they're growing up together with the programing that they need and with our amazing teachers to continue to move them forward. It's very important that we hear our community so that we're able to share with them the data we've looked at.”

EL PASO, Texas (KVIA) -- El Paso County Commissioners Court voted 3-1 Monday to contribute $1 million from the county, to go towards the proposed Downtown Deck Plaza.

County Commissioner for Precinct 3 Iliana Holguin was the only member of the body to vote against the measure.

Since 2018, the Paso del Norte Community Foundation has been seeking to build a unique deck plaza over Interstate-10 in Downtown El Paso.

The county said it was asked to put up the $1 million it agreed to contribute. Officials said the contribution would serve as half of a $2 million match required by a grant being sought by the project's stakeholders.

That grant, which was applied for by stakeholders in El Paso last year but not won, is being sought once again from the Reconnecting Communities program. If won, El Paso would receive an additional $5 million to go towards detailed designs for the proposed deck plaza.

It is unclear where the rest of the required match could come from at this point.

ABC-7 is working to gather more information from county officials, and other parties involved. We will update this article once we learn more.

EL PASO, Texas (KVIA) -- The case is closed on the Canutillo man who murdered his sister in 2022, El Paso County District Attorney Bill Hicks announced today.

On February 2, 2022, Jose Manuel Guzman murdered his estranged sister, who became his lover, out of suspicion that she was romantically involved with another man.

Karla Marciela Marroquin Chavez de Ortiz was given up for adoption at birth. She grew up in Guatemala, and Guzman later smuggled her into the United States, along with her 12-year-old daughter and 18-year-old son, according to Hicks.

Guzman, Marroquin and the children lived in an apartment near Guzman's mother - Marroquin's birth mother - in Canutillo.

A romantic relationship between the two developed, before Guzman suspected Marroquin of seeing another individual. He then beat her to death using a baseball bat and a large handheld massager.

Guzman's ex-girlfriend, who says she was with him from approximately 2016 to 2018, spoke to ABC-7 and asked to remain anonymous for her own safety. She said she too was a victim of his violence.

"He started punching me closed fist. At the time I was very small, pretty petite, so it was pretty hard to fight off a muscular guy," the ex-girlfriend said. "The next day, (Guzman) apologized, made it seem like there was nothing, of course, like every toxic relationship. He said he loved me. He didn't want to lose me. I believed it."

She also said Guzman's family did nothing to stop his behavior.

"I currently have a friend that's very involved with talking to Jose still, and she had claimed to me as well that his family protects him a lot and that he, that they don't think anything that he did was wrong."

District Attorney Hicks noted that negotiating a plea deal allowed the state to control the outcome of the case, so they could ensure that justice was served.

A jury has sentenced Robert Telles, a native El Pasoan former Nevada politician found guilty of fatally stabbing a Las Vegas investigative reporter, to life in prison with eligibility of parole after a minimum of 20 years.

The former Nevada politician who was accused of fatally stabbing a Las Vegas investigative reporter after a series of critical stories was found guilty of murder Wednesday in a trial that highlighted concerns around press safety.

Robert Telles, a 47-year-old former Clark County public administrator, was convicted in the September 2022 death of Jeff German, a longtime Las Vegas Review-Journal reporter. The jury found the murder was “willful, deliberate and premeditated” and it was carried out by “lying in wait.” Telles shook his head as the verdict was read aloud.

Telles faces three possible sentences with the minimum being 50 years in prison and the maximum being life in prison without parole.

The penalty phase of the trial began Wednesday afternoon with German’s brother, Jay, on the stand and other family members expected to testify about Jeff German and how his death impacted their lives.

“It was devastating to the family, it really was. We loved him,” said Jay German, who earlier characterized Jeff as the big brother the three siblings “all leaned on.”

The defense will also be offered an opportunity for people to testify.

Las Vegas Review-Journal executive editor Glenn Cook issued a statement praising the verdict, calling it a “measure of justice” for German and for slain journalists everywhere.

“Jeff was killed for doing the kind of work in which he took great pride: His reporting held an elected official accountable for bad behavior and empowered voters to choose someone else for the job,” Cook said.

“Today also brought a measure of justice for slain journalists all over the world. Our jobs are increasingly risky and sometimes dangerous. In many countries, the killers of journalists go unpunished. Not so in Las Vegas. Our thanks to police and prosecutors, whose diligent work won this conviction.

“Let’s also remember that this community has lost much more than a trusted journalist. Jeff was a good man who left behind a family who loved him and friends who cherished him. His murder remains an outrage. He is missed.”

Clark County District Attorney Steve Wolfson said the verdict sent a clear message: “Any attempts to silence the media or to silence or intimidate a journalist will not be tolerated.”

The trial in Clark County comes nearly two years after the killing highlighted concerns about violence against journalists, even in the United States. There have been 14 journalists killed in the US since 1992, according to the Committee to Protect Journalists.

German, 69, wrote about the underbelly of “Sin City” and had covered mobsters, crooked officials and corrupt government agencies in an ink-stained life. Yet prosecutors said it was his coverage of a little-known office run by an elected county official that led to the murder.

German had written about allegations of wrongdoing in the Clark County Public Administrator’s office, reporting that Telles created a hostile work environment and carried on an inappropriate relationship with a staffer. In part because of those articles, Telles lost his bid for reelection in a Democratic primary in June 2022.

The reporter was found dead with stab wounds outside his home on September 2, 2022.

Prosecutors alleged Telles killed German because he was angry about the reporter’s articles and was concerned about another upcoming article. Telles wore a disguise – including a large sun hat – and hid outside the reporter’s home before fatally stabbing him, prosecutors said.

About two dozen witnesses testified for the prosecution, which used video and physical evidence to tie Telles to the suspect’s disguise, a maroon vehicle at the scene and DNA from under German’s fingernails.

“He murdered him because Jeff’s writing destroyed his career, it destroyed his reputation, it threatened probably his marriage and exposed things that even he admitted he did not want the public to know,” prosecutor Christopher Hamner said in rebuttal arguments Monday. “He did it because Jeff wasn’t done writing.”

In contrast, the defense said Telles had been framed for the death because he was trying to make changes in his political office that upset the “Old Guard.” Telles testified in his own defense during the trial and denied wrongdoing, offering up a conspiracy that a real estate company had hired an assassin to kill the reporter and then frame him.

“I want to say, unequivocally, I am innocent. I didn’t kill Mr. German,” Telles testified.

The court case began about two weeks ago, and the jury began deliberating on Monday.

What happened at trial

The prosecution’s case focused on surveillance video from German’s neighborhood on the day of the killing showing a suspect wearing a large sunhat, orange jacket and gray Nike sneakers, and driving a maroon SUV. The suspect hid in the bushes on the side of German’s house, waited for the reporter to arrive home, and then fatally stabbed him and left him to die, prosecutors said.

The maroon SUV belonged to Telles, and he was later seen washing the vehicle in front of his house, according to prosecutors. In a search warrant of Telles’ house, police found a large sunhat and gray Nike sneakers that had been cut into pieces and hidden, according to prosecutors.

Further, DNA from under German’s fingernails was consistent with Telles’ DNA, prosecutors said. Investigators also examined Telles’ phone and found images from Google Maps of German’s house, prosecutors said.

At closing arguments Monday, Chief Deputy District Attorney Pamela Weckerly summarized the evidence again and showed Telles’ texts criticizing German’s articles.

“He was clearly incredibly upset that those articles were written and that it resulted in him losing that primary,” Weckerly said.

Defense attorney Robert Draskovich focused the defense on challenging the quality of the investigation and argued there was a lack of evidence. He said investigators did not find German’s blood on any of Telles’ items and questioned the damage to the hat and shoes.

Telles, who is trained as a lawyer, took the stand and testified in a narrative style, meaning he spoke without being questioned by his own attorney. He offered a conspiratorial version of events in which a real estate company, his office colleagues, police, the DNA lab and prosecutors all agreed to hire an assassin to kill German and then frame him.

“I did not cut up a shoe and hide it under my couch. I did not cut up a hat and put it in an open door of my toolbox. I did not kill Mr. German,” he said.

Telles said on the day of the killing, he was at home watching TV before going for a walk and heading to the gym. He showed a phone log of his activities that day, saying there was nothing “suspicious” about it.

But in a tense cross-examination, prosecutor Christopher Hamner showed an inconsistency between Telles’ phone records and text exchanges on his wife’s Apple Watch, which included a message from his wife asking, “Where are you?”

In closing arguments, Telles’ own attorney did not fully endorse Telles’ theory about the conspiracy, although he empathized with his client’s mindset.

“It’s understandable why he believes this wide-reaching conspiracy,” Draskovich said. “What other options does he have under these circumstances?”

But in the prosecution’s rebuttal, Hamner mocked the conspiracy and told the jury plainly, “It didn’t make sense.”

“What it does give you a window into is what’s in his mind. That is how important Mr. Telles views himself. That every single one of these people, these entities, were literally willing to kill another human being – who is not him – just to frame him,” Hamner said. “Does that make sense? And more importantly, where is the evidence to support that?”

EL PASO, Texas (KVIA) -- El Paso ISD is moving into Phase II of its Destination District Redesign (DDR). The redesign analyzes programs, allocation of resources and a facilities assessment to ensure the needs of the students and the community are being met.

"The DDR process is dedicated to ensuring that every child in El Paso ISD receives a high-quality education," and EPISD spokesperson explained.

The DDR will be completed in 3 phases:

Phase I: Review submitted feedback to determine what’s important to the community to develop a preliminary set of quality seats criteria.  

Phase II: Share the proposed high-quality seat criteria to the community. In addition, the district will use the criteria to conduct a preliminary analysis of its campuses.  After another round of community conversations, the district will determine areas within the district where right sizing measures are necessary, campuses that may require facilities improvements, and program expansion opportunities.

Phase III: The district will present recommendations from the DDR process to the Board of Trustees. If approved, El Paso ISD will support students and families to ensure a successful transition for the 2025-26 school year.

EL PASO, Texas (KVIA) -- An El Paso man who's been on death row for over thirty years has a new execution date.

David Leonard Wood, who had been dubbed "The Desert Serial Killer," was convicted of capital murder and sentenced to death in 1992.

Wood was accused of murdering six young women and girls, whose bodies were found buried in a desert area of northeast El Paso in the summer of 1987.

He had been scheduled for execution in 2009, according to KVIA archives, but that was stayed by an appellate court days before it was supposed to happen after Wood's attorneys filed a motion to appeal based on claims that he was mentally retarded.

Wood has maintained his innocence, but his latest appeal, which asked for additional DNA testing and to recuse the trial judge, was denied by the Court of Criminal Appeals in May of this year, according to court records.

ABC-7 obtained a court order that was signed by a judge last week, setting his execution by lethal injection to take place in Huntsville, TX, on March 13, 2025.

A native El Pasoans and former Nevada politician was found guilty Wednesday of killing journalist Jeff German in September 2022.

As the jury's foreperson read out the verdict, Telles stared downward and shook his head.

Prosecutors said former Clark County public administrator Robert Telles, 47, stabbed the Las Vegas Review-Journal reporter to death after German exposed corruption in his office, destroying both his political career and his marriage. German's story detailed an allegedly hostile work environment in Telles' office -- including bullying, retaliation and an "inappropriate relationship" between Telles and a staffer -- all of which Telles denied.

Telles was arrested days after German was found dead outside his Las Vegas home. Police said DNA evidence found in Telles' home tied him to the crime scene, and a straw hat and sneakers -- which the suspect was seen wearing in surveillance footage -- were found cut up in his home. His DNA was also found on German's hands and fingernails, police said.

He pleaded not guilty to murder and could face life in prison.

In her opening statement, Chief Deputy District Attorney Pamela Weckerly walked through the timeline of the murder and how Telles came to be pinpointed as the suspect.

"In the end, this case isn't about politics," Weckerly said. "It's not about alleged inappropriate relationships. It's not about who's a good boss or who's a good supervisor or favoritism at work -- it's just about murder."

Telles took the stand in his own trial on Aug. 21, "unequivocally" maintaining his innocence and insisting he was "framed" in a sweeping conspiracy by a real estate company that he said he was investigating for alleged bribery.

"Somebody framed me for this, and I believe that it is Compass Realty, and I believe it's for the work that I've done against them," Telles told the court.

In a statement to the Las Vegas Review-Journal in January, Compass Realty owner Takumba Britt denied Telles' conspiracy claims, calling him a "desperate man who has been charged with violently murdering a beloved local journalist" who would "do and say anything to escape answering for this charge."

When police took Telles into custody, he had what they said were non-life-threatening, self-inflicted stab wounds. His defense attorney, Robert Draskovich, said the suicide attempt was not out of guilt, but because Telles' "life was coming apart."

Draskovich echoed Telles' claims of a conspiracy against him, saying in his opening statement the "old guard" in the public administrator's office had been upset by Telles' efforts to root out internal corruption. He also claimed that, because of German's track record of investigating corrupt figures, there were other people who may have wanted him dead.

"There were others that had far more motive to make it look like [Telles] was the killer, and to conduct this killing because Jeff German was a good reporter -- he would ultimately get to what the truth was," Draskovich said.

German was the only journalist killed in the United States in 2022, with a total of at least 67 journalists killed worldwide that year, according to the Committee to Protect Journalists.

Las Vegas Sheriff Joseph Lombardo previously described the case against Telles as "unusual," and said that "the killing of a journalist is particularly troublesome."

"It is troublesome because it is a journalist. And we expect journalism to be open and transparent and the watchdog for government," Lombardo said. "And when people take it upon themselves to create harm associated with that profession, I think it's very important we put all eyes on and address the case appropriately such as we did in this case."

EL PASO, Texas (KVIA) -- Parents at North Loop Elementary School in the Lower Valley are frustrated with the school's administration after the parents said a student discharged pepper spray at other students last week.

Gustavo Contreras said his daughter witnessed the incident and was called to the principal's office to discuss it.

However, Contreras said neither he nor his wife received any notification from the school about the incident. They only became aware when their daughter mentioned it after school.

Contreras said his wife contacted the school's assistant principal. Contreras said the assistant principal responded and said an incident had occurred, that all district procedures were followed, and that all appropriate parties were contacted.

The district sent ABC-7 the following statement regarding the incident.

"Last Friday, North Loop International School administration was notified that a student discharged pepper spray at another student at the end of an outdoor P.E. class. Both the school nurse and administrators immediately isolated and evaluated the affected student for signs of discomfort, provided medical care to the student, and notified the student’s parent. In addition, the pepper spray was confiscated; security camera footage was reviewed; parents of students involved in the incident were notified; and appropriate disciplinary action was taken in accordance with the district’s Student Code of Conduct, which can be viewed on our website at www.yisd.net. We want to assure everyone that safety is our No. 1 priority, and Ysleta ISD takes every precaution to ensure the security of students and staff on our campuses."

ABC-7 contacted the Ysleta Independent School District to confirm the incident and examine the district procedures, but we have not yet received a response.

EL PASO, Texas (KVIA) -- Texas Tech Health El Paso says they are contining their tradition of welcoming a new cohort of nursing students with the Fall 2024 White Coat Ceremony, as it marks the students' entry into the profession.

They describe that it symbolizes the institution's dedication to cultivating local talent as each student embarks on their journey through the Hunt School of Nursing’s Accelerated B.S.N. program. That is an intensive 16-month program that ends with studentd earning a bachelor’s degree in nursing.

The fall cohort is 68 students, with 57 coming from the El Paso region. The Hunt School of Nursing says they are dedicated to growing local nurses to address the region’s critical nurse shortage and other unique community health needs along the U.S.-Mexico border.

EL PASO, Texas (KVIA) -- City council voted today on the contract terms for new city manager Dionne Mack.

Mack was chosen as the new city manager on August 19th.

Her official first day will be on September 3rd of this year, with her base term running until March 2nd, 2028.

Mack's base salary will be $350,000 per year. Mack will have a written performance review from the council every year but her salary will not be changed based on that review.

Other terms include:

  • Up to 6 months of vacation time
  • Unlimited sick leave
  • Eligible for 6 months of paid vacation time and sick leave upon separation of employment
  • Vehicle allowance of $500 per month
  • If agreement is terminated by the city, eligible for up to 18 months of paid severance

The motion was passed unanimously, by a vote of 8-0.

EL PASO, Texas (KVIA) -- Six individuals were recognized by the American Red Cross West Texas Chapter for their heroic actions. This happened at a City Council meeting on Tuesday, August 27, at 9:00 AM at City Hall, 300 N. Campbell St., El Paso, TX 79901.

The honorees are Victor Ibarra, Edward Mendoza, Rodrigo Recio, Dominic Urquidi, Michael Salado, and Alondra Barrios. They were awarded the American Red Cross Lifesaving Award for Professional Responders and the Instructor Award.

“The Lifesaving Award for Professional Responders and the Instructor Award are dedicated to individuals who demonstrate remarkable courage during emergency situations. These individuals epitomize the Red Cross mission to prevent and alleviate human suffering in times of crisis. They deserve recognition for their unwavering commitment to helping others in distress,” said Anna Apodaca.

The American Red Cross says that on May 7, 2024, Lifeguard Edward Mendoza initiated an Emergency Action Plan (EAP) after Cynthia Powers, struggled to breathe. The six recognized collaborated to save Ms. Powers. The team says they continued CPR until paramedics arrived and restored Ms. Powers' pulse. Sadly, she passed away the following morning at the hospital.

The American Red Cross West Texas Chapter says the Lifesaving Award for Professional Responders is the highest award given by the Red Cross to individuals or group of individuals who save or sustain a life using skills learned in a Red Cross Training Services course.
